About The Position

Valero is seeking a Fuels Regulatory Specialist to support compliance with federal, state, and international fuels regulations. This role involves preparing regulatory reports, advising business stakeholders, and enhancing corporate compliance programs. The Specialist will act as a subject matter expert (SME) on fuels compliance and contribute to the development, implementation, and continuous improvement of Valero’s Low Carbon Assurance Program (LCAP). This position requires independent work on complex regulatory matters and collaboration across functions to ensure accurate, timely, and effective compliance execution. The role is critical for maintaining compliance in a dynamic regulatory environment, protecting operational integrity, minimizing risk, and advancing strategic compliance initiatives.

Requirements

  • Bachelor’s degree (or higher) in Accounting, Finance, Engineering, Environmental Science or related field required.
  • 5+ years of experience in fuels compliance or related field required.
  • Able and willing to work on-site, in-person at the Valero San Antonio location, required.
  • Must be eligible to obtain a TWIC card (Transportation Worker Identification Credential).

Nice To Haves

  • 5+ years of ethanol and/or renewable diesel industry experience.
  • Knowledge of low carbon regulations including EPA RFS, California LCFS, Oregon CFP, Washington CFS, New Mexico CTFP, Canadian CFR, and ISCC.
  • Language skills (specifically, French, German, or Spanish).
  • Knowledge of yield accounting practices and principles.
  • Familiarity with SAP/Advisor/TSW systems.
  • Familiarity with EPA CDX, California LRT, and other agency reporting platforms.

Responsibilities

  • Prepare and submit internal and external fuels compliance reports and registration requests for traditional and low-carbon fuels.
  • Maintain accurate records in accordance with federal, state, and international regulatory requirements.
  • Perform calculations related to fuel pathways, carbon intensities, and compliance metrics.
  • Ensure timely and accurate submission of all required regulatory filings.
  • Provide regulatory guidance to business units and management on fuels compliance requirements and procedures.
  • Interpret regulatory requirements and translate them into actionable business practices.
  • Coordinate cross-functional issues involving multiple regulations, programs, or stakeholders.
  • Support the development, implementation, and enhancement of fuels compliance systems, including FCS and PTD systems.
  • Collaborate with IT and internal SMEs to improve system functionality, reporting capabilities, and data integrity.
  • Assist in the development and delivery of corporate fuels compliance training programs.
  • Coordinate and support compliance assessments, audits, and attestations, including resolution of findings and corrective actions.
  • Monitor regulatory developments and maintain up-to-date knowledge of existing and proposed fuels regulations.
  • Contribute to regulatory comment development, evaluating potential business impacts.
  • Identify opportunities for process improvement and enhance compliance program effectiveness.
  • Participate in Fuels Compliance Leaders’ Network and/or LCAP Network and present materials as needed.
  • Lead or support special projects aligned with evolving business and regulatory needs.
  • Coordinate efforts with internal teams and external vendors/customers as required.
