About The Position

The P IJ FUELS INFRASTRUCTURE Department of the P FUELS Division at Hawaiian Electric Company has 1 Management vacancy available. (Role: Professional) This posting seeks to fill at either the Fuels Engineer I, Fuels Engineer II or Senior Fuels Engineer level; whichever level is most suited to the qualifications of the applying candidate.

Requirements

Working knowledge of engineering fundamentals including fluid statics and dynamics, thermo-dynamics, material properties, etc., normally acquired through college level courses or equivalent experience.
Working knowledge of the principles and practices of engineering design, project engineering, project management and construction methods associated with fuel infrastructure normally acquired through extensive (11 years) experience.
Working knowledge of personal computers and mainframe systems and related software applications (i.e., spreadsheets, word processing, etc.)
Ability to perform, both as individual contributor and as a member of a self-directed work team.
Must possess and maintain a valid driver's license issued by the State of Hawaii or another U.S. state. Must meet the standards for driving positions stated in the Hiring Standards for Driving Positions policy. These standards may be adjusted periodically to meet business and safety needs.
Ability to remain flexible in a demanding work environment and adapt to rapidly changing priorities.
Ability to effectively communicate, both verbally and in writing, with entities within and external to the Company.
Multiple (1-2) years experience in fuel infrastructure operations and maintenance.
Thorough knowledge of engineering principles and practicesincluding engineering design, project engineering, project management, standards development, and construction methods, normally acquired through a bachelor’s degree in engineering from an accredited engineering program or equivalent education and experience.
Working knowledge of appropriate federal, state, industry and company regulations, codes and practices.
Working knowledge of continuous improvement deployment system, principles, procedures, tools, and desired behaviors.
General troubleshooting skills and the ability to perform root-cause analyses.
In-depth analytical and computational skills for technical writing, statistical computations, and economic analysis.
Extensive (13 or more years) experience in fuel infrastructure operations and maintenance.
A bachelor’s degree in engineering from an accredited engineering program may be substituted for eight years of experience.
Extensive knowledge of engineering principles and practices, including fluid statics and dynamics, thermodynamics, material properties, engineering design, project engineering, project management, standards development, and construction methods, normally acquired through a bachelor's degree in engineering from an accredited engineering program or equivalent education and experience.
Extensive knowledge of fuel specialty areas, e.g., pipeline integrity management program implementation, and above ground storage tank construction, inspection and repair requirements and methods.
Thorough knowledge of appropriate federal, state, industry and company regulations, codes and practices.
Demonstrated leadership skills, decision making, and the ability to work with a variety of individuals.
Ability to perform, both as individual contributor and as a leader or member of a self-directed work teams.
Keeps abreast of the latest industry developments for maintenance and/or operational optimization, evaluating them, and applying those that satisfy HECO's strategic objectives.
In-depth analytical, computational, and organizing skills for technical writing, record keeping, statistical computations, and economic analyses.
Demonstrated presentation/facilitation skills to conduct group meetings and train department personnel.
Extensive (12 years) experience in fuel infrastructure operations and maintenance with particular emphasis on integrity management planning and implementation, troubleshooting and maintenance planning.
Extensive experience in Project Management may substitute for fuel infrastructure integrity management experience.
Equivalent education and work experience may substitute for a bachelor’s degree in engineering.
A Hawaii Professional Engineering license in a relevant discipline may be credited toward the extensive work experience.

Responsibilities

Provides technical and field support for operations and maintenance of fuels infrastructure projects.
Maintains records to document compliance with various regulations.
Ensures contractors are in compliance with all regulations applicable to HECO fuel infrastructure which the contractor is operating and/or maintaining under contract to HECO.
Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
Project management and construction management of fuel infrastructure installations, repairs, and maintenance projects in support of the HECO Fuel Infrastructure Management Program.
Provides technical support and serves as the subject matter expert for HECO fuel infrastructure operations, maintenance, design, and regulatory compliance.
Provides technical support to HELCO and MECO, including support of harbors and maritime transport issues.
Plans and executes projects and programs to ensure all applicable regulatory requirements are met with respect to fuel infrastructure for HECO.
Plans and executes fuels infrastructure related maintenance work and regulatory requirements, prepares work packages and construction documents, bids and awards contracts, coordinates resource allocation and the work of vendors and consultants.
Maintains records to document compliance with US Dept. of Transportation and US Coast Guard regulations.
Performs US DOT pipeline compliance activities including program audits, maintenance of SCADA and Leak Detection Systems, to Right-of-Way inspections.
Manages communications and public awareness programs with respect to the pipelines.
Provides Generation, Power Supply Engineering, and Fuels Departments personnel with the necessary updates and training on new US DOT and USCG regulations pertaining to fuel infrastructure.
Conducts regular reviews of pipeline compliance procedures and documentation with respect to operations and maintenance.
Enlists support of other departments and/or consultants as needed, to analyze and resolve the problems.
Performs economic evaluations as necessary, including both theoretical and actual cost/benefit analyses.
Maintains budget and expense records.
Provides technical support on fuel infrastructure operations and maintenance issues to Generation, Power Supply Engineering, and Fuels Departments, and HELCO and MECO.
Develops, monitors, and refines condition assessment programs for critical plant equipment, using engineering principles.
Maintains a constant vigilance for opportunities to improve the department’s fuel infrastructure operational and/or maintenance practices and procedures.
Provides on-site technical support.
Develops relationships and accompanies regulators on all inspections, including managing the timeliness and form of responses to meet the regulator’s expectations.
Provides training for department personnel and others as the need arises.

Leads, instructs, coordinates, and directs assigned staff and cross functional team members in the execution of fuel infrastructure projects and maintenance activities for HECO.
Assesses equipment condition, evaluates repair alternatives, and makes timely and appropriate recommendations.
Follows through to closure.
Plans and executes fuels infrastructure related maintenance activities and regulatory requirements, prepares work packages and construction documents, bids and awards contracts, coordinates resource allocation, and the work of vendors and consultants, to ensure strategic goals and objectives are met.
Work plans are based on thorough review of maintenance and operational records and data, and latest industry standards and practices.
Performs all US DOT pipeline required compliance activities including program audits to performance of Right-of-Way inspections.
Researches, coordinates, and directs complex technical assignments expected to result in new or improved operational and/or maintenance practices and procedures.
Develops, monitors, and refines condition assessment programs, using state-of-the-art techniques where appropriate.
Recommends cost-effective equipment modifications and/or additions.
