About The Position

The Division of Administration/Office of Facility Planning and Control has a vacancy for a Senior Project Manager. This role is responsible for overseeing 4–6 FPC Project Managers who handle Non-State Entity capital projects. These projects range from $5K to $28M and include infrastructure such as buildings, roads, parks, and water systems for various entities like cities, parishes, ports, and non-profits. The position requires high-level communication with legislators, local officials, civic leaders, and state administrators. The Office of Facility Planning and Control (FPC) administers the state's capital outlay budget process, prepares a preliminary state construction plan, and oversees funded state and non-state projects from planning through construction and completion. The Division of Administration serves as the state government's management arm and financial hub, overseeing the capital construction program, community development grants, budget development, technology services, purchasing and contracting guidance, and hurricane recovery funds.

Requirements

Ten years of experience in project management, construction management, architecture, landscape architecture, engineering, interior design, budget analysis or development, or contracts/grants management.
OR A bachelor's degree in construction management, engineering, architecture, landscape architecture, interior design, public administration, or in a business administration field plus seven years of experience in project management, construction management, architecture, landscape architecture, engineering, interior design, budget analysis or development, or contracts/grants management.
OR A bachelor's degree in architecture, landscape architecture, interior design, or in an engineering field plus five years of professional architecture, landscape architecture, engineering, or interior design experience.
OR Possession of a current Louisiana license to practice professional architecture, landscape architecture, engineering, or interior design plus three years of experience as a licensed architect, landscape architect, engineer, or interior designer.

Nice To Haves

An advanced degree in a qualifying educational field will substitute for a maximum of one year of the required experience.
Possession of either a Certified Construction Manager Certification (CCM) or Project Management Professional Certification (PMP) will substitute for a maximum of one year of the required experience.

Responsibilities

Manage and evaluate FPC Project Managers (each handling 150–200 projects).
Direct project assignments, schedules, and quality control.
Review and approve project-related documents (e.g., change orders, invoices).
Provide technical guidance and track project progress.
Oversee budget management across four levels of financial tracking in LaGov.
Personally manage large, complex, or high-profile projects.
Ensure compliance with Capital Outlay guidelines and public bid laws.
Monitor project progress through site visits and coordination with stakeholders.
Support Director and Assistant Director in setting priorities and assigning projects.
Recommend policy improvements in areas like change orders, contractor evaluation, and non-state project management.
Serve in Assistant Director’s role for non-state matters as needed.
Resolve construction disputes and manage special initiatives (e.g., ADA, energy, hazardous materials).
Ensure design compliance with laws and assist agencies in maintenance planning.
Act as a liaison with state officials, local leaders, and legal entities to clarify policies.
