About The Position

The Program Manager will oversee and coordinate the day-to-day workflow of the Foster Care Eligibility unit within the Family and Children’s Services Program. With a goal of meeting Program requirements set forth by the State and City laws and requirements, the Program Manager ensures effective communication and information-sharing between the Program Director, Analysts, Specialists, Supervisors, and staff. In addition to managing day-to-day workflow, the Program Manager will regularly report updates to the Program Director.

Requirements

  • Possession of a baccalaureate degree from an accredited college or university
  • Four (4) years of verifiable experience analyzing programs that determine eligibility for public assistance in a public or private social service agency or organization.
  • Qualifying experience(s) must be equivalent to one (1) or more of the following City and County of San Francisco’s classifications: 2917 Program Support Analyst, 2913 Program Specialist, 2909 Hospital Eligibility Supervisor, 2907 Eligibility Worker Supervisor.

Responsibilities

  • Oversees, coordinates, and manages the day-to-day operations of the Foster Care Eligibility (FCE) unit to ensure timely and accurate case processing.
  • Serves as a central point of communication between FCE staff and Family & Children’s Services, Fiscal, and Budget & Planning, facilitating collaboration and information-sharing.
  • Monitors and evaluates program performance, identify operational gaps, and develop short and long term goals to improve service delivery and compliance with regulatory requirements.
  • Leads, supervises, and guides Analysts, Specialists, and other FCE staff, including workload management, coaching, and performance evaluation.
  • Plans and implements updates to policies, procedures, and workflows in response to changes in State and City regulations, program requirements, or department priorities.
  • Prepares and delivers regular program status updates, trends, and recommendations to the Program Director to support strategic planning and decision making.
  • Ensures program activities comply with all applicable laws, regulations, and internal policies, maintaining quality assurance and adherence to mandated timelines.
