The incumbent performs a broad scope of fossil plant budget and operations performance analyses for one or more OPC co-owned power generation facilities. This includes, but is not limited to, working with OPC and operating agent's accounting departments for O&M and A&G expense variance reporting, evaluating, trending, monthly and year end projections, and invoicing and expense problem solving. Reports, trends, and analyzes plant capital addition expenses to support both OPC budget management and the OPC Construction Work Plan used to obtain RUS financing going forward, including performing detailed variance analyses. Performs evaluation of power plant daily operating performance, investigating (as appropriate or as assigned) equipment problems, maintenance performance of operating units, outage schedule performance, heat rate performance, and root cause analysis corrective action initiatives. Update and maintain databases of plant operating performance regulatory testing, project status and plant budgets (as appropriate or as assigned). This includes obtaining engineering data, taking photographs in the plant, and obtaining documentation from site operator's archival data. Supports Resident Manager in providing reliable and efficient electric power generation in compliance with corporate safety policies and procedures, mandatory electric reliability standards, FERC, EPA, EPD, OSHA, DOT and all applicable governmental regulations.
