About The Position

This is an administrative/planning/supervisory position serving as the Aviation Operations Administrator responsible for flight operations with the aviation section of the Forest Protection Bureau. This includes training, safety, purchasing, cost accounting, direct supervision, coordination, recruitment of flight operations personnel. The incumbent is responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. The incumbent is responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with Florida Forest Service (FFS) and department policies and procedures.

Requirements

• A high school diploma and seven (7) years of professional, administrative or supervisory forestry experience; or
• A bachelor's degree (4 years) from an accredited college or university with a major in forestry and three (3) years of professional, administrative, or supervisory forestry experience; or
• A master's degree (6 years) from an accredited college or university with a major in forestry and two (2) years of experience as described above.
• Be a high school graduate or the equivalent, as the term may be determined by the Division of State Fire Marshal of the Department of Financial Services, and at least 18 years of age.
• Not have been convicted of a misdemeanor relating to the certification or to perjury or false statements, or a felony or a crime punishable by imprisonment of 1 year or more under the law of the United States or any state thereof or under the law of any other country, or dishonorably discharged from any of the Armed Forces of the United States.
• Submit a fingerprint card to the division with a current processing fee.
• Have a good moral character as determined by investigation under procedure established by the division.
• Be in good physical condition as determined by a medical examination as prescribed by the division.
• Be a non-user of tobacco or tobacco products for at least one (1) year immediately preceding application, as evidenced by the sworn affidavit of the applicant.
• Complete the prescribed number of hours of fire recruit training within the probationary period.
• Possession of a valid driver license.

• Work history, duties and responsibilities, hours worked, supervisor, and formal education fields, etc. must be filled out to determine qualifications for this position.

• Obtain a Certificate of Compliance which includes, in addition to the above requirements, satisfactory completion of a fire fighter training program approved by the Florida Forest Service.
• Successful applicant must pass a background screening, including fingerprinting, as a condition of employment.

Responsibilities

• Plans and directs the daily flight operations of FFS pilots and aircraft.
• Monitors wildfire conditions and activity.
• Communicates current and anticipated aircraft needs to the Aircraft Maintenance Administrator for maintenance planning purposes.
• Insures pilot staffing and readiness for wildfire and non-emergency aircraft operations.
• Coordinates priorities with the Aviation Manager.
• Directs and evaluates the work of direct report pilots.
• Coordinates work with Field Operations pilots and their respective supervisors.
• Plans, coordinates, documents and participates in the training of pilots and flight support personnel to deliver safe, efficient and cost-effective aircraft operation to support the mission of the FFS.
• Writes specifications, gathers bids, requests purchase orders, administers contracts, inspects and approves work completion for aircraft operations provided by vendors. This includes contract helicopters, airplanes, pilot services; training; and flight monitoring and operations support equipment.
• Analyzes written and computer data products to assess aircraft readiness, response, use and costs.
• Uses these assessments to make operational adjustments for greater efficiency and prepares development of long-term and short-term operational plans.
• Collects data to evaluate current and potential problem areas in flight operations and regulation, and research solutions based upon FAA rules, federal and state laws and regulations, and department policies.
• Evaluates existing and new technology for use in flight operations.
• Makes recommendations for action to FFS and department senior managers for high level decision making regarding aviation equipment and operations.
• Attends informational meetings and training sessions.
• Maintains liaison with vendors, other fire aviation operations, military and manufacturers to ensure the highest standards of flight operation are met.
• Performs related work as required.
