About The Position

Sayres is seeking Mid-Level Foreign Military Sales (FMS) Analysts with Secret Clearance in Washington, DC, with an active Department of Defense (DoD) SECRET personnel security clearance, verifiable in DISS. The position is located in one of the most exciting, growing and developing areas of Washington DC- just outside the Navy Yard almost next to National's Park. The economic development of the area provides for high quality of work/life with many vibrant restaurants and green spaces along the river. The Mid-level Foreign Military Sale (FMS) Case Analyst will report to the program manager, and will provide administrative, financial, and logistical management of defense article transfers to international partners, acting as a coordinator between U.S. government agencies, foreign governments, and industry partners to ensure cases are executed according to agreed-upon cost, schedule, and performance targets on PMS 300/300F FMS & 325 program. Requirements

  • Bachelor's degree (in Business, Finance, Political Science, or related field) OR a high school diploma or equivalent and a minimum of three (3) years of related financial management experience in Defense Industry/Department of the Navy in lieu of the degree.
  • Experience with MS Office.
  • SECRET clearance or the ability to obtain a secret clearance, verifiable in DISS.

  • Proficient MS Office (Excel, PowerPoint).
  • Hold an active Secret Clearance verifiable in DISS.

Responsibilities

  • Assist in case development and documentation, including drafting and coordinating Letters of Offer and Acceptance (LOAs), case amendments, and modifications in response to foreign Letters of Request (LORs).
  • Provide administrative and logistical support for the planning, travel and execution of FMS Program Management Reviews (PMRs).
  • Develop and deliver presentations and record meeting minutes in support of the FMS Case Manager's participation in PMRs, and engagements with other external organizations.
  • Maintain program schedules, track action items, deliverable tracking and correspondence to support 300F program.
  • Communicate effectively, verbally and in writing, with external clients and team members.
  • Complete required training to access, develop and manage case development, tracking, and logistics functions within specialized government databases, including: DSAMS (Defense Security Assistance Management System) for case development and documentation, MISIL (Management Information System for International Logistics) for case execution and logistics tracking, Congressional Notification (CN) letters for FMS cases, as required.
  • Generate FMS case timelines and supporting acquisition and procurement of military assets, equipment, and vendor services to support individual case requirements.
  • Develop correspondence to foreign partners in accordance with the Navy Correspondence Manual.
  • Assist transportation planners to track vendor items for shipment and delivery, acknowledgement of cancellation requests, shipment status, and financial status.
