About The Position

ACT1 Federal is seeking an experienced Foreign Military Sales (FMS) specialist to provide advisory and assistance support to the Office of the Deputy Under Secretary of the Air Force, International Affairs (SAF/IA), Central Division (SAF/IARC), SAF/IA Saudi Arabia Country Director to support the sale of F-15SA aircraft and other aviation systems to the country of Saudi Arabia.

Requirements

  • Active SECRET Security Clearance required.
  • Bachelor’s Degree with a desired emphasis in an International Affairs curriculum
  • Seven (7) years’ experience with demonstrated effectiveness and success in the mission areas below: USAF LOA Development and Execution Management
  • Seven (7) years’ experience with demonstrated effectiveness and success in the mission areas below: Familiarity with US military aircraft operations, maintenance, and/or logistics support with the systems purchased from the US by KSA
  • Seven (7) years’ experience with demonstrated effectiveness and success in the mission areas below: Familiarity with USAF sales to foreign governments
  • Seven (7) years’ experience with demonstrated effectiveness and success in the mission areas below: Experience with DoD acquisitions, program management, and standard computer applications
  • Seven (7) years’ experience with demonstrated effectiveness and success in the mission areas below: Experience with conflict resolution, mediation, and ability to work well with foreign partners
  • Knowledge of: FMS case programming and management
  • Knowledge of: Security Cooperation programs
  • Knowledge of: Building Partner Capacity programs
  • Knowledge of: US Department of War staff experience in a military or civilian capacity
  • Knowledge and general understanding of USAF roles and missions
  • Knowledge and general understanding of security cooperation, international affairs, security assistance, foreign military sales to include the processes, legislation, and players
  • Knowledge and understanding of SAF/IA’s role in USG and international security cooperation community
  • Demonstrated experience implementing DoW acquisition policies, laws, regulations, and guidance required to implement FMS LOAs
  • Thorough understanding of: DODI 1315.20, Military Department Foreign Area Officer Programs

Responsibilities

  • Provide total FMS Life Cycle Management for U.S. implementing agencies and international customers to include the pre-Letter of Request (LOR) requirements development, selection of defense articles, training and services, and requests for price and availability (P&A).
  • Provide case development guidance and support and assistance for: policy waivers, technical releasability, site surveys, manpower estimates, and Letter of Offer and Acceptance (LOA) transparency and pricing requests.
  • Functional support for managing requirements and reporting for LOA and FMS cases for the Kingdom of Saudi Arabia.
  • Analyze existing US military and host nation defense and capability requirements, identify/assess alternative sustainment and enhancement strategies, provide recommendations, and assist in defining requirements for future programs.
  • Ensure up to date information in the SAF/IA partner capabilities database for assigned programs, countries or regions.
  • Assist and support the SAF/IA Country Director for the Kingdom of Saudi Arabia with program management, to include monitoring of training, exercises, personnel exchanges, security assistance programs, FMS key leader engagements in the US and overseas, provide coordination throughout the Department of Defense (DoD) on policy, FMS, and security cooperation.
  • Assist and support the SAF/IA Country Director in defining, tracking, analyzing, reporting, and advising on major aspects of current and future FMS program with the Kingdom of Saudi Arabia.
  • Assist and support the SAF/IA Country Director with briefings, point papers, background information, political-military analysis and other documentation.
