About The Position

The Food & Beverage Operations Supervisor is responsible for the administration, coordination, and day-to-day oversight of food and beverage operations across assigned Culture, Parks and Recreation facilities, including recreation concessions, licensed beverage service, and event-based food and beverage operations. Reporting to the Special Events Manager, this position supervises part-time and seasonal staff, oversees concession operations, administers licensed beverage activities, and provides operational support for recreation programming, entertainment venues, athletic facilities, and special events. The Supervisor is responsible for establishing and maintaining operational standards that promote consistency, safety, customer service, and financial accountability across multiple facilities. Responsibilities include operational planning, inventory management, purchasing, vendor coordination, budgeting, revenue monitoring, and the development of procedures that support efficient daily operations while meeting departmental objectives and applicable regulatory requirements. This position serves as the department's operational resource for liquor licensing and alcohol compliance, coordinating the research, application, implementation, renewal, modification, and administration of liquor licenses and permits as operational needs evolve. The Supervisor works collaboratively with internal departments, regulatory agencies, vendors, contractors, and event organizers to support licensed operations and ensure compliance with all applicable federal, state, and local laws and regulations. In addition to daily operational responsibilities, the Food & Beverage Operations Supervisor evaluates operational performance, identifies opportunities to improve service delivery and efficiency, and recommends enhancements that support long-term sustainability and growth of the department's food and beverage operations. The position exercises independent judgment in coordinating assigned operations, resolving operational issues, prioritizing workload, and recommending improvements while supporting departmental goals, policies, and strategic initiatives.

Requirements

Bachelor's degree in Hospitality Management, Business Administration, Event Management, Recreation Administration, Food Service Management, or a closely related field. An equivalent combination of education, training, and progressively responsible experience may be considered in lieu of a degree.
Three (3) to five (5) years of progressively responsible experience in food and beverage operations, concessions management, hospitality management, event venue operations, recreation services, or a closely related field.
Minimum of two (2) years of experience supervising employees, including responsibility for hiring, training, scheduling, coaching, and evaluating staff.
Experience overseeing revenue-generating concession and beverage operations, including budgeting, purchasing, inventory management, vendor coordination, financial reporting, and operational planning.
Experience administering or supporting alcohol service operations in compliance with applicable laws and regulations.
Experience coordinating multiple operational priorities in a fast-paced, customer-focused environment.
Valid Colorado Driver's License with 2 years of a clean driving record.
CPR, First Aid, and AED certification, or the ability to obtain within six (6) months of hire.
TIPS, ServSafe Alcohol, or equivalent responsible alcohol service certification, or the ability to obtain within six (6) months of hire.
Possession of a valid driver’s license.

Directs the daily operation of concession services and licensed beverage operations across assigned Culture, Parks and Recreation facilities.
Oversees concession operations at the Greeley Ice Haus, Discovery Bay Outdoor Waterpark, Centennial Pool, Monfort Park, Twin Rivers Ball Fields, Island Grove Regional Park, Union Colony Civic Center, and future assigned facilities.
Coordinates the operational readiness of concession locations and beverage service areas by ensuring appropriate staffing, equipment, point-of-sale systems, supplies, product availability, and facility readiness.
Develops and maintains inventory management practices that ensure product availability, minimize waste, support cost control, and maintain operational readiness across multiple facilities.
Oversees purchasing, receiving, storage, distribution, and inventory control while maintaining quality standards, product consistency, and operational efficiency.
Evaluates product offerings, pricing strategies, and service delivery to improve operational performance, customer satisfaction, and revenue generation.
Develops and enforces cleaning, sanitation, food safety, and operational procedures for concession and beverage service areas.
Conducts routine inspections of concession facilities, storage areas, equipment, and service locations to ensure compliance with operational, safety, sanitation, and maintenance standards.
Develops, administers, and monitors operating budgets for assigned concession and beverage operations while supporting departmental financial goals.
Evaluates revenues, expenditures, labor utilization, cost of goods sold, and operational performance to identify trends and recommend operational improvements.
Develops forecasting models using historical sales, attendance patterns, seasonal demand, and event schedules to support purchasing, staffing, and operational planning.
Prepares financial and operational reports that support informed decision-making, business planning, and continuous improvement.
Assists in the development of pricing strategies, evaluates new revenue opportunities, and recommends operational changes that improve financial performance while maintaining service quality.
Leads the operational administration of concession, beverage, and service agreements by monitoring vendor performance, ensuring compliance with contract requirements, coordinating service expectations, and recommending contract renewals, modifications, or operational improvements.
Serves as the operational lead for licensed beverage operations by coordinating the administration, implementation, maintenance, renewal, modification, and compliance of liquor licenses and permits required to support departmental operations.
Researches and evaluates license classifications, operational requirements, and regulatory changes to ensure licensed operations continue to support current and future business needs.
Coordinates the preparation and submission of license applications, supporting documentation, operational narratives, diagrams, inspections, and other materials required by local and state licensing authorities.
Interprets and applies applicable federal, state, and local laws, regulations, and departmental policies governing alcohol service and licensed operations.
Develops and maintains operational procedures that support responsible alcohol service, regulatory compliance, risk mitigation, and consistent service standards.
Coordinates operational readiness for licensed beverage service, including staff certifications, required documentation, reporting requirements, and compliance with licensing conditions.
Conducts periodic reviews of licensed operations to evaluate compliance, identify operational improvements, and recommend corrective actions when necessary.
Serves as the operational liaison with regulatory agencies, inspectors, vendors, contractors, and internal stakeholders regarding licensed beverage operations.
Plans, coordinates, and oversees concession and licensed beverage operations supporting recreation programs, entertainment events, athletic competitions, festivals, trade shows, tournaments, and other community events.
Coordinates operational readiness for assigned events by evaluating service needs, staffing requirements, facility layouts, equipment, inventory, and operational logistics.
Provides direct operational oversight of concession and beverage service activities before, during, and after assigned events to ensure efficient operations, customer service, regulatory compliance, and adherence to departmental standards.
Serves as the on-site operational supervisor for designated high-profile, high-attendance, or operationally complex events requiring food and beverage oversight.
Coordinates with event organizers, vendors, contractors, facility staff, public safety personnel, and other operational partners to support successful event execution.
Monitors operational performance during events and implements adjustments necessary to address changing operational conditions.
Reviews event performance, operational outcomes, and financial results to identify opportunities for improvement and support future planning.
Plans workforce needs and leads the recruitment, selection, onboarding, training, scheduling, supervision, evaluation, coaching, and development of part-time and seasonal employees supporting concession and beverage operations.
Establishes performance expectations, communicates operational priorities, and promotes accountability through ongoing coaching, mentoring, and performance feedback.
Develops and coordinates employee training related to customer service, food safety, alcohol compliance, operational procedures, cash handling, and workplace safety.
Evaluates staffing levels and operational assignments to ensure efficient service delivery while responding to changing operational demands.

Assists in evaluating future concession, beverage, and licensed operation opportunities by providing operational recommendations, financial analysis, and implementation planning.
Supports long-range operational planning by identifying facility, equipment, technology, and staffing needs necessary to meet future business objectives.
Develops and recommends operational procedures, service standards, and business practices that promote consistency across multiple facilities and events.
