About The Position

The Fleet Services Manager is responsible for the administrative, operational, and fiscal oversight of Fleet Services programs. This role involves managing fleet maintenance functions for Oahu campuses, including vehicle acquisition, registration, insurance, operation, inspection, repair, maintenance, storage, disposal, and replacement. The position also oversees the rental fleet program, prepares reports for audits and legislative inquiries, and manages subordinate staff. The manager develops policies and procedures, evaluates revenues and expenditures to maintain fiscal integrity, and processes documentation for accident and incident reports.

Requirements

  • Possession of a baccalaureate degree in Business Administration, Public Administration, or related field and 3 year(s) of progressively responsible professional experience with responsibilities for operations and/or business management or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  • Considerable working knowledge of principles, practices and techniques in the area of operations and/or business management, as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with operations and/or business management.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing software.
  • If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  • Ability to travel independently to various geographical locations in a timely manner.
  • Ability to work beyond normal hours, including evenings, weekends, and holidays.
  • Ability to supervise and manage employees.

Responsibilities

  • Serves as the Fleet Services Manager and is responsible for the administrative, operational and fiscal oversight of Fleet Services programs.
  • Organizes, directs, controls, and evaluates the Fleet Services Operation to provide fleet maintenance functions for Oahu campuses, including the acquisition, registration, insurance, operation, inspection, repair, maintenance, storage, disposal, and replacement of fleet vehicles.
  • Oversees the review, evaluation and approval of requests for the replacement of department fleet vehicles; and oversees the purchase and dispensing of fuel.
  • Oversees the daily operations of the rental fleet program, including long-term departmental leases as well as daily rentals.
  • Evaluates the rental vehicle usage data and makes program changes as needed.
  • Prepares and reviews the accuracy of Fleet Services reports in response to audits and legislative inquiries.
  • Determines the work of, monitors, evaluates, and provides guidance to subordinate staff.
  • Investigates and takes appropriate action on complaints made against staff members.
  • Develops and recommends policies and procedures, operating standards, and other detailed instructions necessary to ensure efficient administration and operation of the Fleet Services programs.
  • Evaluates revenues and expenditures with Director of Campus Services, and develops and recommends strategies to maintain the fiscal integrity of this self-funded program; including appropriate fee structures (fleet rental rates, maintenance/repair charges, etc.), and recommends technologies to create program efficiencies.
  • Reviews, investigates, and processes any necessary documentation to DAGS Risk Management Office for all accident reports, incident reports, and complaints regarding Fleet Services' vehicles.
  • Other duties as assigned.
