About The Position

Join the Virginia Department of Health’s Office of Emergency Medical Services (OEMS), where our mission is to build and sustain an effective, efficient statewide EMS system. Our work ensures high‑quality prehospital patient care from the moment a 911 call is answered to the safe delivery of a patient to a trauma center or hospital. In this role, you’ll help advance that mission by supporting agency‑wide programs and initiatives that shape how EMS services are delivered across Virginia. You’ll take on meaningful, intermediate‑term projects that influence public health and emergency medical response statewide. In this role, the Fiscal Technician will be performing advanced and skilled accounting, administrative and technical work in the implementation of overall agency grant management, federal reporting, and compliance. Maintains a high level of professionalism with internal and external relationships. Assists the Rural Health Transformation Grant Manger in the development and implementation of procedures relating to accounting, grant management, and audit preparedness. Works collaboratively with the Office of Grant Administration (OAG) on preparation of Federal Financial Reports. Identifies expenditure variances and recommends methods, strategies, and procedures to ensure allocated resources are neither exceeded nor significantly under-spent. Serves as a resource to Program Offices and LHD staff and contractors on resolving complex grant-related fiscal functions; develops procedural changes and/or recommends process changes; responds to inquiries and audit activities, recommends corrective actions, and ensures appropriate follow-up. Stay current on federal and state grant regulations to ensure agency compliance. Performs all other related work as required. This is a restricted position, which is solely funded by the Rural Health Transformation for a 12 month period ending 10.30.2027. The availability of funding is scheduled for review annually and periodically thereafter. Continued employment is contingent on the continued availability of funds.

Requirements

  • Demonstrated knowledge of accounting and bookkeeping standards
  • Proven skills and experience with Microsoft applications to include Excel, Access and Word
  • Practical working knowledge and ability to use accounting and/or similar batch type systems
  • Strong background in organizational, billing customer service and data entry skills
  • Proven ability to prepare, file and reconcile data
  • Experience processing vouchers

Nice To Haves

  • Working knowledge of the Commonwealth Accounting System (Cardinal)
  • Knowledge of state accounting policies and procedures

Responsibilities
