About The Position

Under general supervision, this position plans, organizes, and administers the annual budget and reconciliation process for the department. This position is also responsible for managing revenues from the department’s gas lease, in addition to, supervising staff who oversee field rentals and Utility Tracking Energy Caps, and supervises the administrator for the Park Operations Division.

  • Knowledge of modern office methods, procedures, and equipment including computerized accounting systems, word processing, advanced use of spreadsheet, database and presentation software.
  • Knowledge of municipal accounting and principles of public finance administration and auditing techniques.
  • Knowledge of office and administrative practices and procedures.
  • Knowledge of the principles and practices of accounting and auditing, including GAAP, GASB, FASB, and government finance.
  • Skill in communicating conceptual or informative ideas and information both orally and in writing.
  • Skill in communicating professionally and tactfully with other city employees and the public by oral and written means.
  • Skill in planning, designing and preparing professional presentations, reports and recommendations
  • Skill in using PC Software including current Microsoft Office Suite of applications.
  • Skill with organization and attention to detail.
  • Bachelor’s Degree in Accounting, Finance, Public Administration, Business Administration, or related field that includes coursework in business accounting, administration and management
  • 3 years directly related experience
  • 1 year supervisory experience
  • Or equivalent combination of education and experience
  • Class C Drivers License
  • Criminal background check
  • MVR
  • Drug and Alcohol test

Responsibilities

  • Plan, organize and administer the annual budget process, including general fund, performance funds, capital improvements, capital maintenance, grants, revenues, cost recovery targets, donations and sponsorships for the department; and develop and oversee a financial reporting system to track and analyze all department budgets.
  • Develop and prepare reports that clearly define financial performance, including variance and analysis reports that explain fluctuations in financial results for each business unit; and prepare professional level reports for presentation to management and the Park Board.
  • Reconcile budget data with the City’s financial management system and lead the annual and quarterly performance management processes for the department
  • Manage and track regulatory processes including contracts, internal auditing, cash control policies and procedures, asset management, and compliance with finance and purchasing policies.
  • Lead, manage and supervise the work of subordinate employees; and develop and manage business unit and individual work and performance plans.
  • Supervise staff managing field rentals and Utility Tracking – energy cap, and supervise the administrator for Park Operations.
  • Perform high level special assignments.
  • Hire, train, and evaluate personnel and plan for employee development.
  • Review and reconcile accounts receivable in the department’s registration system and audit revenue deposits.
  • Coordinate research and respond to information for open records requests through the City Attorney’s office.
