About The Position

Oversee all financial, fiscal, and related operational functions for the Parks and Recreation Department, with a broad scope of responsibility that extends beyond fiscal matters alone. The ideal candidate will be a highly experienced financial professional with a proven track record in public sector fiscal management, budget administration, and strategic financial planning. This individual will bring both technical expertise and strong leadership capabilities to oversee complex financial operations and ensure fiscal accountability across multiple divisions. Experience and Expertise: The ideal candidate will possess extensive experience (5+ years) in financial activities, including accounting, budgeting, financial reporting, and contract and grant administration within a governmental organization comparable in size and complexity to Hillsborough County. Demonstrated experience managing both operational and capital improvement programs, including the evaluation of existing and proposed Capital Improvement Projects (CIPs) to ensure compliance with financial goals and funding policies. Strong understanding of governmental policies, procedures, and reporting standards, including familiarity with audit requirements and public finance regulations. A minimum of three (3) years in a supervisory or management role (required), with demonstrated success leading financial or administrative teams.

Requirements

  • Bachelor’s Degree from an accredited college or university specializing in Accounting or Finance.; AND
  • 5 years of accounting/finance experience including 3 at the supervisory and/or management level. Must have a minimum of 3 years’ financial functional experience with an integrated Enterprise Business System.; OR
  • An equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted above (For education and experience only, does not include legally required Licenses or Certifications.); AND
  • Possession of a valid Florida Driver’s License.
  • Knowledge of governmental accounting and auditing principles, practices, procedures, methods, and theory.
  • Knowledge of computerized accounting systems to include automated accounting system applications.
  • Knowledge of the specific accounting and reporting requirements and the complete accounting cycle of the organization to which assigned.
  • Knowledge of budgetary procedures and controls.
  • Knowledge of supervisory principles, practices, and procedures.
  • Ability to schedule, assign, monitor, review and evaluate the work of assigned subordinates.
  • Ability to analyze and audit accounting, fiscal, payroll and leave data, reports, and statements.
  • Ability to prepare accounting and audit records, statements, and reports.
  • Ability to read, comprehend, interpret, and apply job related laws, rules, policies and procedures.
  • Ability to develop computer-based spreadsheets, graphs, summaries, and reports.
  • Critical Thinking: Work is broad in scope covering one or more complicated areas. A high degree of analytical ability and inductive thinking is required.
  • Decision Making: This position functions as subject matter expert and is expected to have the technical and educational competence required to make decisions.
  • Communications: Must have the ability to concisely articulate complex accounting related data to department staff, auditors, and other County departments.
  • Strategic Planning: Assisting with the development of plans, reports, and documentation that will be used to make decisions that have significant organizational impact.
  • Managerial/Operational Skills: Responsible for managing multiple programs and functions and supervising assigned staff with full authority to deliver efficient and effective results
  • Leadership: Take a leadership role in assembling teams of subject matter experts and leveraging these teams to manage through coordination and collaboration.
  • Analytical Ability: Highly developed analytical ability and effective reasoning.
  • Managing Complexity: Ability to multitask highly complex tasks and organize priorities.

Nice To Haves

  • Master’s Degree and or CPA (Certified Public Accountant)/CGFO (Certified Government Finance Officer) a plus

Responsibilities

  • Preparing the annual operating budget for divisions and sections of the department.
  • Creating analyses to assist staff in understanding use of funds, funds remaining, and tracking specifically allocated funding use and availability.
  • Oversight and approval of entries relating to A/P, A/R, GL, and management of the staff that process the transactions.
  • Oversight of customer-facing software programs – RecTrac and AudienceView – through which the department offers the public program registration and collects payments for such - and the staff that maintain the system.
  • Responsible for training, educating, and coaching all direct reports and department staff in best practices and County Policy in the use of public funds.
  • Ensure all areas of oversight are performed in accordance with state, federal and local guidelines and generally accepted accounting principles.
  • Other related duties as assigned.
