About The Position
The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts. The Fiscal Compliance Auditor serves as an independent auditing and compliance function within the Division of Budget and Finance, operating separately from the day-to-day management responsibilities held by the Deputy Director. This role acts as an intermediary across the Department's cash-handling operations, including court facility cashier offices, Person in Custody wage accounts, and Departmental bank accounts. The Fiscal Compliance Auditor is responsible for site visits, bank reconciliations, compliance reviews, PIC bank account management, and the annual fiscal year-end close process, along with other cross-unit fiscal responsibilities that span multiple units.
Requirements
- A baccalaureate degree from an accredited college and two years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
- An associate degree or 60 semester credits from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
- A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above; or
- Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3 year.

Responsibilities
- Conduct monthly audits of court operations and facility cashier offices to confirm that records are accurate and in compliance with Departmental and Comptroller requirements.
- Perform monthly site visits to court facilities to assess compliance with Departmental and Comptroller directives.
- Serve as the Department's OMNI Card Liaison.
- Review and reconcile Court facilities bank accounts on a monthly basis to ensure that reconciliation, distribution, ordering, and payment records are timely and accurate.
- Manage PIC bank accounts and related reconciliation processes.
- Audit PIC wage accounts and payment processes to ensure PIC participants are paid accurately on a weekly basis, and that inmate wage packages are forwarded to Finance for processing in a timely and accurate manner.
- Maintain an accurate accounting of the Department's $4.4 million PIC wage budget, including monitoring funding availability throughout the year and requesting additional funds in a timely manner as needed.
- Coordinate with Programs and the IFCOM vendor to establish new PIC wage codes as required, and review new and existing codes to ensure accurate accounting of additional funds.
- Manage the Department's annual accrual process in accordance with the Comptroller's directive.
- Perform the Comptroller's Fiscal Year-End Closing process for the Department's Agency Bank Accounts and Investments.
- Conduct staff training as needed based on the outcomes of audit findings.
