About The Position

WSDOT is currently seeking a Fiscal Analyst 4 to serve as the technical lead for accounting functions within the Construction Division, with a primary focus on customer agreements and receivables. This role manages the full lifecycle of agreements and receivables, from development and execution to invoicing, monitoring, and closeout, ensuring accuracy, compliance, and fiscal accountability. The incumbent will interpret and apply state and agency fiscal policies while guiding staff through highly complex accounting issues. As the Division's senior subject matter expert, this position oversees daily accounting operations, including transaction review, account reconciliation, expenditure monitoring, and fiscal reporting.

Requirements

  • Financial Analysis Skills: Ability to interpret complex financial data, identify trends, evaluate risks, and develop fiscal recommendations.
  • Fiscal Operations Skills: Demonstrated proficiency in budgeting, payroll, accounts payable/receivable, and travel reimbursements.
  • Public Sector Accounting Knowledge: Demonstrated knowledge of Generally Accepted Accounting Principles in public sector financial management.
  • Technical & Digital Proficiency: Skilled in using accounting platforms, reporting tools, and advanced Microsoft Excel functions (including formulas, pivot tables, and data visualizations) to manage and analyze financial data.
  • Financial Reporting: Ability to prepare clear, accurate financial reports and dashboards for internal and external stakeholders.
  • Customer Service & Communication: Strong customer service and communication skills, particularly in financial or technical topics.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.

  • Washington State Fiscal Systems Knowledge: Familiarity with Washington State financial systems used for budgeting, accounting, and reporting.
  • State Policy & Procedure Knowledge: Experience applying Washington State fiscal policies and procedures related to budgeting, procurement, payroll, and travel.
  • High-Volume Fiscal Environment Experience: Demonstrated experience performing fiscal duties in a deadline-driven, high-volume environment such as a public agency or large organization.

Responsibilities

  • Lead daily fiscal operations for the Construction Division to ensure accuracy, compliance, and timely financial reporting.
  • Review and approve financial transactions and coding to maintain accuracy and adherence to agency standards.
  • Perform account reconciliations, resolve discrepancies, and ensure the integrity of financial data.
  • Monitor expenditures, analyze variances, and recommend corrective actions to support informed financial decision-making.
  • Manage the full lifecycle of customer agreements and receivables, including setup, billing, tracking, and closeout.
  • Track agreement balances, monitor aging reports, and follow up on outstanding receivables to maintain fiscal accountability.
  • Process and apply incoming payments accurately to the correct accounts, agreements, and fiscal periods.
  • Collaborate with team members by providing cross-functional support, serving as backup for key fiscal functions, and contributing to process improvement and staff development.
