About The Position

The incumbent in this position will work in the Central Business Office and provide department-wide support and oversight for all payroll operations for a large law enforcement agency consisting of about 2,800 employees. Job duties include but not limited to, bi-weekly payroll processing, W-4 processing, data entry into the agencies payroll system, assist department employees with payroll related inquiries, filing, data tracking and analysis, payroll reporting and other payroll related processes, as needed. In addition, this position supervises a team of three full-time employees and one casual/seasonal employee.

Requirements

  • Four years’ experience in compiling, analyzing and reporting on financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
  • Two years’ experience in analyzing financial problems, developing alternatives, recommending and advising management on solutions.
  • Coursework, training and/or work experience in budget management and control such as managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  • Coursework, training and/or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.

Nice To Haves

  • One year of experience using an automated human resource OR payroll management information system to enter, update, modify, delete, retrieve/inquire and report on data.
  • Six months experience using an automated payroll and financial management information system such as Payroll Human Resource Statewide Technology System (PHRST) OR First State Financial System (FSF) to enter, update, modify, delete, retrieve/inquire and report on data.

Responsibilities

  • Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budget, applicable agreements, grants, or contracts, as well as state or federal laws, rules, and regulations.
  • Analyzes, reconciles, and consolidates data to the general ledger from journals, records, and documents; takes trial balances and makes corrections, updates, and adjustments to bring funds into balance and maintains an audit trail.
  • Reviews financial transactions, classification and codes to ensure accuracy and recommends changes.
  • Maintains internal controls and applies accounting principles, practices, and standards.
  • Provides advice and technical guidance on matters in assigned fiscal function(s).
  • Compiles, analyzes and prepares a variety of statements and reports of financial health utilized in financial, budget, and personnel planning.
  • Researches and provides data, reports and other documentation to state, federal and independent auditors and for other requests for financial information.
  • Uses commercial and proprietary automated information systems and computer software to research, review, evaluate, and report on financial data.
  • Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication.
  • Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
  • May be responsible for purchasing, disbursement, and inventory of equipment and supplies.
