About The Position

This position serves a dual purpose: initially qualifying as a Fire Protection Technician and then progressing to the role of Fire Protection Engineer. As a Fire Protection Technician, responsibilities include conducting fire protection inspections, developing hot work permits, and issuing fire impairments under the guidance of a Fire Protection Engineer. The Fire Protection Engineer (FPE) is responsible for the comprehensive implementation and maintenance of the Fire Protection Program, ensuring compliance with PRD-199, “Idaho Cleanup Project Fire Protection Program,” and DOE Order 420.1C, “Facility Safety.” The FPE provides expert direction for the WM-INTEC Fire Protection Program, ensuring adherence to ICP Manual 14A. This role involves applying fire protection expertise to complex issues at WM-INTEC, consulting with project management and safety professionals, and providing leadership for the daily fire protection program. Key activities include identifying and implementing fire protection functional requirements, reviewing drawings and plans, conducting facility walk-downs, and maintaining fire protection documentation (FHA/HAD/or AFA). The FPE will also interface with nuclear safety engineers for SAR/DSA accident scenarios, evaluate program effectiveness, provide feedback to management, and contribute to the development of new concepts and solutions. The role includes providing leadership and work direction to co-workers, potentially training junior personnel, and supporting company goals for operational excellence, VPP, and ISMS.

Requirements

Meet the qualification for fire protection technician (QCFPTS01 ICP Fire Protection Technician).
Work under the mentorship of a Fire Protection Engineer.
Bachelor of Science degree in an engineering field.
A minimum of 4 years of engineering practice with at least one year in responsible charge of fire protection engineering work.
Meet the qualifications for Fire Protection Engineer as outlined in ICP STD-1105, Fire Protection Qualification.
Bachelor’s Degree plus 2 years directly relevant experience (for Salary Grade 15).
Bachelor’s Degree plus 12 years directly relevant experience (for Salary Grade 18).
U.S. citizenship.
Must be able to advance to fire protection engineer.
Will spend time working as a fire protection technician until the fire protection engineer qualification is achieved.

Nice To Haves

Experience working in the fire protection engineering field.
National Institute for Certification in Engineering (NICET) Level III in Fire Alarm Systems, Water-Based Systems Layout or other relevant certification.
Bachelor of Science degree in an engineering field or currently enrolled in an accredited Fire Protection Engineering or Technology program and capable of receiving a Bachelor of Science degree within two years.

Responsibilities

Conduct fire protection inspections, develop hot work permits, and issue fire impairments as a Fire Protection Technician.
Ensure comprehensive implementation and maintenance of the Fire Protection Program in accordance with PRD-199 and DOE Order 420.1C.
Provide Fire Protection Program expertise and direction to all of WM-INTEC.
Apply fire protection expertise to highly complex issues associated with WM-INTEC.
Consult and provide professional leadership to the project management team and safety and health professionals on all WM-INTEC fire protection issues.
Provide professional leadership and oversight for the day-to-day fire protection program.
Identify, interpret, and assist management in the implementation of fire protection functional requirements.
Participate in initial task and/or project development activities, and review drawings, plans, and conduct physical walk-downs of facilities.
Maintain fire protection documents for all WM-INTEC facilities via FHA/HAD/or AFA.
Interface with nuclear safety engineers to assist with SAR/DSA accident scenarios.
Evaluate the effectiveness of functional requirements and their implementation at specific facilities.
Provide feedback to management and facility managers to ensure implementation of requirements meets pertinent regulations and contractual obligations.
Apply and contribute to the development of new concepts and techniques, and develop solutions to complex problems requiring ingenuity and innovation.
Provide leadership and work direction to co-workers.
Train junior level personnel, including Fire Protection Technicians, in technical complexities.
Support Company goals for operational excellence, Voluntary Protection Program (VPP), and Integrated Safety Management System (ISMS).
Identify, analyze, and mitigate fire protection and safety hazards.
Apply an understanding/knowledge of other safety related disciplines.
Utilize and follow work order processes in MCP-101, work procedure processes in MCP-3562, and other work control procedures.
Monitor and evaluate line management’s implementation of fire protection and safety requirements and programs.
Oversee the Fire Protection Technician’s required combustible loading inspections of WM-INTEC structures and ensure compliance to DOE fire exemption requirements.
Conduct program assessments at a frequency determined by the Integrated Assessment Program.
Discuss and document findings with IS/IH Fire Protection manager.
Inform line management of findings and determine corrective actions.
Place issues/findings into ICARE for disposition.
Provide technical support to line management regarding the implementation of fire protection and safety requirements, Company procedures, safety principles, theories, VPP, Employee Safety Teams, ISMS, and safety concepts.
Review/develop facility/project level requirement and procedure documents to ensure fire protection program and safety requirements are identified.
Serve as a representative on line management review committees, operational safety boards, or review committees as assigned.
Review Company safety documents and provide comments.
Monitor activities and work areas as job tasks are performed.
Address fire protection and industrial safety activities, issues, and concerns with employees.
Provide feedback into the work process on issues observed.
Manage Fire Protection System Impairments in accordance with MCP-585.
Evaluation and report of site area impairment logs.
Provide support to the safety and health home organization or DOE as requested and arranged through the IS/IH manager.
Review new and modified systems, structures, and components.
Consult to provide Fire Protection and Industrial Safety design criteria requirements and perform reviews of designs of new facilities and modifications to existing facilities.
Attend design/project meetings.
Prepare AHJ Records, exemptions, or equivalencies requests to be submitted to the IEC Fire Marshal in accordance with MCP-581, “Fire Protection Authority Having Jurisdiction (AHJ) Records, Exemptions and Equivalencies,” where strict compliance with fire protection requirements is not possible.
Provide professional direction related to safely performing work.
Provide work direction and oversight to other safety and health professionals as necessary.
Prepare work status reports as directed by management.
Status accomplishments to performance objectives or assignments.
Meet periodically with management to discuss work performance and activities.
Analyze data related to accidents and near misses.
Provide professional guidance for the resolution of facility fire protection deficiencies.
Attend required general training, discipline specific training, facility specific training, professional development meetings, and safety meetings.
