About The Position

The Fire Division Chief – Fire Prevention is directly responsible for controlling, coordinating, and supervising the Fire Prevention Division. Promote public safety through the implementation and enforcement of laws, codes, and ordinances related to fire and life safety, plan review and inspection of new construction, fire inspection, public education, fire investigation services, and emergency preparedness, all to reduce community risk. Provides direct supervision of professional-level staff such as inspectors, public education specialists, fire investigators, etc., and indirect supervision of clerical and other technical positions or contracted employees. Exercises discretion and independent judgment concerning assigned duties. Work is under the general guidance and direction of the Fire Chief or designee.

Requirements

  • Associate's degree with coursework in Fire Science, Fire/Public Administration, Fire Protection Engineering, or related field, and ten (10) years’ experience in firefighting, with three (3) years at Company Officer Level or equivalent combination of education and experience.
  • Possession of (NFPA) 1001 Firefighter I and II certifications issued by the Office of the Arizona State Fire Marshal, Arizona Center for Fire Service Excellence, or other state or federal NFPA equivalent at hire.
  • Possession and maintenance of Arizona State Certification or National Registry Certification as an Emergency Medical Technician (EMT) or Certified Emergency Paramedic (CEP), and obtain/maintain medical control issued by the Fire Department’s Medical Director.
  • Possession of Fire Instructor I and II certifications at hire.
  • Possession of NFPA 1031 Fire Inspector I Certification at hire.
  • Possession of NFPA 1521 Incident Safety Officer Certifications at hire.
  • Must meet requirements of NFPA 1582 standards.
  • Must meet and maintain all training and education requirements for the position.
  • Valid Driver License of appropriate class.
  • Obtain National Incident Management (NIMS) Training 300 and 400.
  • Possession of and ability to maintain International Code Council (ICC) Fire Inspector II Certification or equivalent.
  • Completion of Blue Card Incident Command (IC) training program for NIMS type IV &V incidents.
  • Completion of the International Association of Arson Investigators (IAAI) Fire Investigation through IAAI or NFA Investigation course or equivalent.
  • Possession of and ability to maintain International Code Council (ICC) Fire Plans Examiner Certification.
  • Possession of and ability to maintain International Code Council (ICC) Fire Marshal Certification.

Responsibilities

  • Directs professional staff under direct supervision; provides indirect supervision of clerical and other technical positions or contracted employees. Provides training, planning, assigning, directing work, evaluating performance, addressing complaints, and resolving problems.
  • Prepares reports, memos, notices, e-mails, instructions, and other written correspondence (both intra- and inter-departmental), including press releases and council communications.
  • Communicate with superiors to update them on key issues, progress towards goals, and obtain their support and approval; make recommendations to assist management in implementing necessary improvements.
  • Coordinates with Building Officials for Fire-related code review and approval of occupancy permits and business licenses, planning and zoning, other public officials, various agencies, and professional organizations in related fields.
  • Maintains data and records on fire inspection or prevention activities and prepares required reports.
  • Conduct or organize training for personnel in fire code enforcement when requested.
  • Delegates duties, tasks, and authority to other staff members
  • Responds to complaints regarding fire and life safety code violations and fire hazards.
  • Assists in research and advisory capacity regarding fire protection and fire investigation; provides technical reports and assistance to the department on these issues; provides an official interpretation of the fire codes.
  • Issues warnings and citations for fire and life safety code violations.
  • Supervises issuance of permits by the adopted Fire Code.
  • Maintains positive working relationships with internal and external customers.
  • Forecasts future community fire and life safety needs, coordinates functions and activities, establishes priorities, and implements mitigation through education, engineering, and enforcement.
  • Recommends and develops proposed fire prevention policies, procedures, and codes.
  • Responds to complex emergency incidents to investigate fires of suspicious or undetermined causes and supervise programs for fire origin and cause by fire investigator team members.
  • Review construction documents and approve construction permits for installing fire hydrants, fire sprinkler systems, fire alarm systems, and other fire and life safety systems.
  • Provides public education in fire prevention, including giving talks, demonstrations, and presentations before community groups, and other organizations or institutions.
  • Participates in training classes and other continuing education opportunities to maintain certifications and stay current with industry standards.
  • Directs and oversees plan reviews and inspections of facilities storing or using hazardous materials to ensure compliance with codes, ordinances, and regulations.
  • Operates a variety of office equipment, computer programs, and communications equipment.
  • Participates in determining departmental goals and objectives; establishes priorities for goal accomplishment; monitors and evaluates overall performance and progress.
  • Acts as Liaison to other City departments to provide advice and input on codes, engineering, public works, special events, etc.
  • Assists in budget preparation, purchasing, and varied fire prevention service administrative functions.
  • Develop pre-fire plans and coordinates plans with Emergency Management, emergency medical personnel, and law enforcement personnel.
  • Reviews and develops fire and life safety codes, ordinances, and policies to ensure a reasonable degree of fire and life safety exists according to federal, state, and local laws.
  • Secures grants for community risk management programs.
  • Responds to and may assist in a command role at Fire, Rescue, or Hazardous Materials emergencies.
  • May provide expert testimony in court as to the origin of fires during arson trials.
  • Performs other related duties as assigned.
  • Operates and maintains motor vehicles or other work-related equipment requiring a valid Driver License.
