About The Position

The City of Casper is seeking its next Fire Chief to provide strategic leadership for Casper Fire-EMS and help guide the department into the future. We’re looking for a collaborative, forward-thinking leader who brings strong operational experience, sound judgment, and a commitment to developing people, building trusted relationships, and delivering exceptional service to the community. The incumbent is responsible for directing, managing, and overseeing the activities and operations relating to the Fire-EMS Department, receiving administrative direction from the City Manager.

Requirements

  • Knowledge of concepts and principles of the National Incident Management System (NIMS); Emergency management and planning.
  • Knowledge of current trends and innovations in Fire-EMS services.
  • Knowledge of effective leadership and management.
  • Knowledge of principles, practices, methods and techniques of modern life safety, fire suppression, community risk reduction, rescue, and emergency medical services.
  • Knowledge of negotiation with Collective Bargaining Agents.
  • Knowledge of operation, maintenance and uses of firefighting apparatus and equipment.
  • Knowledge of fire behavior and firefighting tactics.
  • Knowledge of recordkeeping principles.

  • Knowledge of operational characteristics, services, and activities of a comprehensive Fire-EMS program.
  • Knowledge of applicable Federal, State, Local and City government codes, rules, and regulations relating to the various aspects of police management.

  • Knowledge of modern and complex principles and practices of program development and administration.
  • Knowledge of advanced principles and practices of municipal budget preparation and administration.

  • High school diploma or equivalent (G.E.D.) required.
  • Five years of increasingly responsible experience in an organized Fire-EMS department.
  • Minimum of three (3) years of administrative and supervisory responsibility.
  • Bachelor’s Degree in fire science, public administration or a closely related field or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job listed below.
  • Completion of the National Fire Academy Executive Fire Officer (EFO) Program is highly desirable.

Nice To Haves

  • Master’s Degree is preferred.
  • Possession of a valid Wyoming driver’s license is preferred.

Responsibilities

  • Exercises strategic direction and management authority over the Fire-EMS Department.
  • Selects and develops Fire-EMS Department personnel; ensures training and development is provided to staff; provides consistent accountability with disciplinary actions (as warranted).
  • Directs the development and implementation of Fire-EMS Department goals, objectives, policies, and priorities for each assigned service area; establishes, within City policy, appropriate service and staffing levels and allocates resources accordingly.
  • Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of changes.
  • Engages in communication with citizenry and represents the Fire-EMS Department to other City departments, elected officials, outside agencies, the public, community groups, and professional organizations; explains Fire-EMS Department programs, policies, and activities; negotiates and resolves sensitive, significant, and controversial issues.
  • Plans, directs, and coordinates, through the ranks, the Department's work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures.
  • Performs as the City Emergency Manager and coordinates emergency preparedness activities with the Natrona County Emergency Manager.
  • Serves as a representative of management during Casper Fire Fighters Local 904’s union negotiations.
  • Directs and participates in the development and administration of Fire-EMS Department budgets; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approve expenditures; directs the preparation of and implement budgetary adjustments, as necessary.
  • Provides direction on the coordination of Fire-EMS Department activities with other departments, outside agencies, and organizations; provides staff assistance to the City Manager and City Council; prepares and presents staff reports and other necessary correspondence.
  • Participates on a variety of boards and commissions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the fields of municipal fire prevention, suppression, community risk reduction, and emergency medical services.
  • Prepares a variety of technical and Departmental activities reports and records; conducts public relations and State and local lobbying; drafts legislation.
  • Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.
  • Performs other duties of a similar nature or level.
