About The Position

L2 Cyber Solutions is seeking a consultant-level FinOps Engineer/Analyst to support the Office of Geostationary Earth Orbit Observations (GEO), a high-impact joint initiative between NOAA and NASA. In this high-visibility role, you will manage cost optimization for a multi-billion dollar hybrid cloud satellite system that processes petabytes of critical weather and environmental data. Serving as a vital bridge between engineering, finance, and business teams, you will drive fiscal accountability and maximize government ROI through proactive budget forecasting, AWS cost-saving initiatives, and data-driven reporting. The ideal candidate brings a sophisticated blend of hands-on AWS implementation expertise and a deep understanding of Federal Government financial oversight to ensure the continued success of this essential space-based asset. The FinOps Engineer/Analyst is a customer-facing, consulting-level role focused on AWS implementation and Federal financial oversight.

Requirements

  • Bachelor’s degree required.
  • 5–10 years of direct relevant experience.
  • Deep understanding of FinOps principles and implementation.
  • Expertise in Federal financial management, specifically the PPBE process.
  • Strong background in AWS architecture, pricing models, and billing structures.
  • Proven track record with on-prem to cloud migrations and hybrid system oversight.
  • FinOps Foundation certification AND AWS certification.
  • Ability to pass and maintain a Federal background investigation for U.S. Government contracts.

  • Bachelor's degree in a Science, Technology, Engineering, or Math field.
  • Residing in the greater Washington D.C., Maryland, or Virginia (DMV) area.
  • Previous experience supporting NOAA or NASA programs.

Responsibilities

  • Establish Policies: Define and oversee FinOps policies and best practices.
  • Strategic Planning: Align technical solutions with customer business needs and requirements.
  • Architectural Oversight: Act as a technical advisor to ensure new and existing designs are cost-effective.
  • Remediation: Identify architectural waste and provide documented remediation plans.
  • Budgeting: Oversee AWS budgeting, including multi-year forecasts and CLIN oversight.
  • Cost Optimization: Strategize and implement cost-saving measures across the hybrid cloud environment.
  • Reporting: Create actionable, data-driven reports and brief stakeholders at executive and engineering levels.
  • Tagging Strategy: Develop and support cloud cost tagging strategies for better accountability.
  • AWS Tooling: Utilize AWS Cost Explorer, Resource Groups, Tag Editor, and AWS Billing.
  • Master Payer Management: Oversee and support AWS Master Payer account management.
  • Contract Support: Coordinate with Federal supervisors on cloud utility contracts, monthly invoices, and acquisition support.
