About The Position

Position performs complex analysis work in various aspects of the Finance Department. Monitors and advises other departments on various aspects of County financial operations. Responsible for preparing assigned regulatory and compliance reports including portions of annual comprehensive financial report (ACFR) in addition to reports specific to their respective areas. Maintains reports or subsidiary records to reconcile to general ledger balances. Prepares analyses and schedules in conjunction with projection of available fund balance.

Requirements

  • Considerable knowledge of the laws and procedures governing County funds
  • General knowledge of the financial operations of the County and the various funds involved
  • Working knowledge of generally accepted accounting principles
  • Working knowledge of general governmental accounting practices
  • Working knowledge of Excel, Word and Outlook
  • Strong analytical capabilities
  • General knowledge of the operation of the banking system
  • Ability to make accurate mathematical computations and to compile accurate and complete reports
  • Ability to create and maintain subsidiary records (e.g., for tracking bond funds) in Excel
  • Ability to establish and maintain effective working relationships with other employees
  • Graduation from an accredited college or university with a Bachelor’s degree with major course work in finance, accounting or business administration AND at least six years of progressive responsible experience in the analysis and maintenance of fiscal records
  • OR, Associate’s degree with major course work in finance, accounting or business administration AND at least eight years of progressive responsible experience in the analysis and maintenance of fiscal records
  • OR, High school diploma and ten years of progressive responsible experience in the analysis and maintenance of fiscal records

Responsibilities

  • Assist with preparation of ACFR and SEFSA through completion of specific assignments
  • Monitor expenditures related to certain grants and bond issues to ensure that expenditures are in compliance with governing documents
  • Maintain subsidiary records supporting general ledger accounts such as maintenance of fixed asset system, schedules supporting debt service activity
  • Reconcile certain schedules/analyses to corresponding general ledger account balance
  • Assist with completion of annual fund balance projections
  • Assist with completion of indirect costs reports
  • Assist in rate setting for Internal Services Fund
  • May review the work of other employees
  • Review contracts related to analyst’s area
  • Substitute for certain management level employees in their absence
  • Perform other duties as assigned
  • Review collections reports as prepared by the Treasurer on a daily basis
  • Review weekly school capital requests for proper expenditure of bond funds and County dollars and prepare journal entry for reimbursement of schools
  • Maintain schedules of bond funds issued for various projects, including related expenditures and drawdown of expended bond funds
  • Assist in journalizing investment transactions and reconcile subsidiary investment ledgers to monthly statements and related general ledger accounts
  • Act as primary backup for Cash and Debt Manager and emergency backup for Treasurer
  • Maintain schedule of debt service principal and interest expenditures and amortization schedules of debt related deferred outflows and liabilities
  • Responsible for certain note disclosures and portions of the Transmittal Letter in the annual financial report
  • Responsible for certain sections of official statements prepared in conjunction with bond issues
  • Assist in bond rating presentations and budget projections
  • Prepare IRS form 8038-CP for interest rebate in conjunction with ARRA program
  • Assist in training of new Treasurer if required
  • Monitor general billing receivable balances through monthly and yearly reconciliation to the general ledger thereby ensuring accurate financial reporting
  • Leads general billing operations by working across departments to maintain timely and accurate billing, revenue integrity and process efficiency
  • Provide accounting and fiscal analysis involving activity in the County’s capital asset system and the County Building Construction Fund
  • Oversee financial reporting and analysis of School Capital Outlay Funds for Guilford County Schools and Guilford Technical Community College
  • Monitor certain grants, including State Public School Building Capital Fund and park and recreation grants
  • Review contracts and agreements relating to leases, fixed asset purchases and dispositions, facilities, and parks and recreation
  • Review and process accounting and financial reporting functions for the Greensboro/Guilford County Tourism Development Authority including preparing monthly and annual financial statements
  • Prepare and process payroll for the Greensboro/Guilford County Tourism Development Authority
  • Lead in preparation of the Annual Financial Information Report (AFIR) to the Local Government Commission
  • Monitor grant activity in Law Enforcement and Emergency Services (EMS) area
  • Monitor miscellaneous grants outside of Human Service areas and Parks and Recreation
  • Prepare monthly summary of activity in Inmate Trust Fund
  • Assist in setting rates for various insurance funds of County
  • Leads in preparation of indirect cost reports
  • Analyze Law Enforcement and EMS to predict financial outcome at fiscal year-end in conjunction with annual fund balance projection
  • Review contracts relating to Law Enforcement and EMS
  • Prepare portions of ACFR and SEFSA relating to Law Enforcement and EMS
  • Monitor County Internal Services Fund, including preparation of quarterly financial statements
  • Prepare cost studies and cost analyses of various County services and operational functions
  • Act as substitute for Planning and Report Manager and Accounting Manager as needed
  • Monitor grants in Human Service areas (Health Department, Department of Social Services, Child Support Enforcement, Transportation and Animal Services)
  • Maintain detailed analytical work papers finalizing settlements with the grantors
  • Review and approve the monthly 1571 report for Department of Social Services and Child Support Enforcement, and the monthly Public Health expenditure report
  • Analyze Public Health, Social Services, Child Support Enforcement, and other assigned departmental accounts to predict financial outcome at fiscal year-end in conjunction with annual fund balance projections
  • Review contracts relating to Health Department, Department of Social Services, and other assigned departments
  • Prepare portions of ACFR and lead the preparation of the SEFSA
  • Monitor Grant Activity for various departments
  • Review, Reconcile and the TR-401C Report and TR-801 reports to the databases to State
  • Review & Run the DSS SSI report for wards of the County
  • Work with Tax to reconcile and run the NCVTS Reports and Payments
  • Work with tax to reconcile and run the NCPTS Reports and Payments
  • Track Key Performance Measures
  • Process Escheats in HROPRO
  • Maintain Public Records Request
  • Maintain and work on Vendor Files
  • Maintain and reconcile 1099Misc and 1099NEC file for IRS
  • Assist with the Annual Financial Information Report (AFIR) to the Local Government Commission
  • Act as a substitute for Accounting Manager as needed
