About The Position

At the Michigan Department of Lifelong Education, Advancement, and Potential (MiLEAP), we are dedicated to enhancing opportunities and outcomes for Michiganders across all stages of life, from early childhood to postsecondary education. MiLEAP, established in July 2023, is the newest department in the State of Michigan, focused on making education more accessible and affordable. This specific role serves as the sole financial specialist for the Office of Early Education (OEE), overseeing budgets for Childcare Licensing, Child Development and Care, Great Start to Readiness Program, Early On, Early Childhood Special Education & Family Services. The position is crucial for developing, tracking, monitoring, and reporting on the OEE's annual operating budget, including creating and maintaining spending plans, forecasting payroll, and preparing budget-to-actual reports.

Requirements

  • Possession of a bachelor's degree in any major.
  • At least 12 semester (18 term) credits in one or a combination of the following: accounting, finance, or economics.
  • Four years of professional experience equivalent to a Financial Analyst.
  • Two years of experience equivalent to a Financial Analyst P11, Accountant P11, or Auditor P11.
  • One year of experience equivalent to a Financial Analyst 12, Accountant 12, or Auditor 12.
  • Attach resume, cover letter, and applicable official transcripts to the application.
  • Official transcripts must bear the college/university certification (e.g., seal, logo, watermark, and/or letterhead), Registrar's signature, and date.
  • Transcripts stamped 'Issued to Student' are accepted as official.
  • Unofficial transcripts (internet copies, 'Student Copy' stamped, or labeled 'Unofficial') will NOT be accepted.
  • Official transcripts must be scanned and attached to the electronic NEOGOV Civil Service application with file extensions: pdf, doc, docx, txt, or rft.
  • Degree certificates are not accepted.
  • Name the college/university for each transcript attached when submitting.

Responsibilities

  • Serve as the sole financial specialist for the Office of Early Education (OEE).
  • Develop, track, monitor, and report on the Office’s annual operating budget.
  • Develop and maintain annual spending plans.
  • Formulate payroll projections.
  • Prepare and present budget to actual reports.
