About The Position

Under the supervision of the finance manager, this position provides leadership and direction for the department’s budget and expenditure planning efforts to include General Fund, federal and state grants, capital projects, gift funds, and special revenue funds with direct supervision of three staff. Coordinates budget activities to include analyzing, forecasting for annual budget submission, third quarter and year end/carryover. Coordinates work and projects between three directly supervised positions and the procurement/accounts payable and accounts receivable teams. Limited telework may be available after completion of one year of employment. The salary offer for the position will be in the minimum to midpoint range ($87,024.91 to $116,033.42) and may NOT exceed the midpoint rate of the advertised compensation range. Promotional rules apply for current Fairfax County Government and Fairfax County Public Schools employees.

Requirements

  • Extensive knowledge of the principles, methods, and practices of governmental budgeting and financial management
  • Thorough knowledge of intergovernmental financial management, grant management and contract management
  • Ability to plan and implement activities to ensure effective and efficient utilization of resources
  • Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy or related field
  • Four years of professional-level experience in finance, business administration, budgeting, or contract management
  • Cardiopulmonary Resuscitation (CPR) certification (Required within 30 days)
  • Automated External Defibrillator (AED) certification (Required within 30 days)
  • Basic Life Support (BLS) certification (Required within 30 days)
  • Must complete a criminal background check, Child Protective Services Registry check, and credit check
  • Required to report for duty during inclement weather and/or other emergencies

Nice To Haves

  • A master’s degree in a related field or CPA may substitute for 1 year of experience
  • Five or more years of experience managing financial staff, including supervisors
  • Seven or more years of accounts receivable experience in a government setting
  • Seven or more years of accounts payable experience in a government setting
  • Seven or more years of procurement experience in a government setting
  • Knowledge of and/or experience with local government financial and procurement rules and processes
  • Experience creating Microsoft Excel pivot tables and using LOOKUP functions
  • Bilingual in English and another language

Responsibilities

  • Prepares or oversees the preparation of large, complex agency budget
  • Oversees a group of financial staff performing complex work
  • Assists the Fiscal Manager with development and annual compilation of the annual, quarterly, and carryover budgets
  • Directs all budgeting, purchasing, and payment activities for a specialized area of grants management, accounts payable/accounts receivable, or financial operation
  • Assists in the development and implementation of fiscal management and accounting procedures for the agency
  • Maintains financial policies and procedures and has direct oversight of audits
  • Coordinates and oversees audit processes
  • Ensures compliance with all applicable Federal, State and County regulations and procedures
