About The Position

The Financial Services Budget Execution Voucher Analyst plays a critical role in the Intelligence Planning, Programming, Budget, and Execution (IPPBE) Process. This position involves developing, executing, and monitoring budgets to ensure optimal financial resource allocation. The role requires a comprehensive approach to financial management, including in-depth analysis, rigorous oversight of transactions and vouchers, and identifying trends to support strategic decision-making. A key responsibility is the review, validation, and reconciliation of financial transactions and vouchers across multiple customer systems, ensuring compliance with fiscal law and customer-specific guidance. The analyst will also oversee the development and monitoring of budgets, plans, contracts, and financial commitments to meet operational needs. Success requires a strong understanding of Intelligence Community (IC) financial execution processes, managing complex financial details, supporting expenditure forecasting, and upholding fiscal oversight. The analyst will optimize financial and resource utilization, identify areas for improvement, and enhance fiscal efficiency. This role also involves serving as a liaison between government stakeholders, fostering collaboration to align financial plans with organizational priorities, and engaging with internal components to streamline processes and promote transparency and accountability. This multifaceted position offers a unique opportunity for a qualified Budget Execution Analyst to contribute to the financial resilience and success of customers within the Intelligence Community.

Requirements

  • Current and active TS/SCI Clearance with Polygraph.
  • BA degree and 8-12 years of prior relevant experience or Masters degree in a pertinent field, such as Finance, Accounting, or Economics; demonstrating a strong academic foundation relevant to the position with 6-10 years of prior relevant experience.
  • Experience working in government budgeting of which 3-5 years must be within the Intelligence Community.
  • Proven expertise of government budget formulation activities and adept familiarity with the intricacies of the Intelligence Planning, Programming, Budget, and Execution Process (IPPBE).

Responsibilities

  • Conduct thorough reviews of transactions and vouchers across multiple financial systems to ensure accuracy, proper authorization, and full compliance with fiscal law, Federal Travel Regulations, and customer-specific policies.
  • Develop and deliver a weekly report summarizing transaction activity, including total volume, identified errors or returned items, root causes, and recommended solutions to improve accuracy and inform future guidance.
  • Demonstrated familiarity with processing a wide range of voucher types, including manual vouchers, travel expense transfers, advance due date adjustments, and other time-sensitive payments, as well as transactions related to training, POV usage, and third-party vendors.
  • Respond to taskers related to voucher review, providing timely, accurate analysis and resolution in accordance with established policies and deadlines.
  • Develop, maintain, and update standard operating procedures (SOP) documentation to ensure consistency, accuracy, and alignment with current policies and processes.
  • Perform detailed reviews of financial vouchers and transactions to ensure accuracy, completeness, and compliance with applicable policies and regulations.
  • Assist in crafting comprehensive spending plans and closely monitor financial execution activities.
  • Record and track interagency agreements for facilitating Economy Act and other financial transactions.
  • Support budget program execution, ensuring alignment with available resources and provide expert insights to support and contribute to the analysis and reporting of a component’s financial activities and budget.
  • Document financial commitments, obligations, and expenses with precision and accuracy.
  • Ensure meticulous preparation and processing of transactions, verifying and certifying payments.
  • Collaborate with stakeholders to execute budgets effectively, ensuring alignment with programmatic goals and optimal resource utilization.
  • Generate detailed budget reports encompassing funding and activity summaries for various stakeholders, including the customer's offices, components, and NIP programs.
  • Contribute to the creation of fiscal guidance and implantation schedules for each budget phase, subject to customer review and acceptance.
  • Maintain a meticulous record and tracking system for interagency agreements, facilitating seamless financial transactions.
  • Resolve outstanding financial obligations and undelivered orders proficiently.
  • Provide dedicated support to COTRs and the Chief of Staff, aiding in the execution of their requirements and addressing process-related inquiries.
  • Devise effective methods to track spending, execution, commitments, obligations, and expenses for the component.
  • Develop strategic program briefs to effectively communicate critical information.
  • Contribute to and generate various communication materials, such as talking points, briefs, and reports pertaining to budgets, for dissemination through interagency forums and working groups.
