About The Position

The Financial Reporting Analyst drives complete, accurate and quality external reporting. This includes applying a strong working knowledge of US GAAP and GASB pronouncements to all aspects of financial reporting including drafting financial statements and disclosures, performing financial analysis, and implementing new and emerging accounting standards. This position ensures financial information reported to external stakeholders (rating agencies, bondholders, customers, etc.) is accurate.

Requirements

Bachelor’s Degree in accounting, finance, business administration with an accounting emphasis or 2 additional years of relevant experience in lieu of degree.
Three (3) years of accounting experience, which includes at least 2 years in public accounting, state auditing, or financial reporting.

Nice To Haves

Experience in the utility industry, governmental, or similarly regulated environment.
GASB reporting experience.
CPA license.

Responsibilities

Prepare monthly, quarterly, and annual financial statements, disclosures, and supporting schedules.
Analyze financial results, investigate significant variances, and continuously improve financial reporting processes and disclosures to ensure complete, accurate, and timely reporting.
Lead preparation of the District's Annual Report, coordinating with internal stakeholders to gather, validate, and compile financial and operational information.
Provide supporting schedules, analyses, and documentation to external auditors.
Coordinate and optimize the collection, review, and validation of information required for audited financial statements, footnote disclosures, debt disclosures, and other external reporting requirements.
Research and analyze complex accounting transactions and emerging accounting standards; prepare technical accounting memorandums documenting conclusions and recommendations.
Research, interpret, and implement authoritative accounting guidance, including GASB, FASB, FERC, U.S. GAAP, the BARS Manual, and state regulations.
Develop accounting policies and procedures to ensure the consistent application of accounting standards and appropriate accounting treatment.
Serve as a technical accounting resource for accounting personnel and internal stakeholders by interpreting accounting guidance, advising on complex transactions, and supporting compliance with accounting standards, regulatory requirements, and external reporting obligations.
Prepare and coordinate required regulatory, governmental, industry, and continuing disclosure filings (e.g., MSRB EMMA disclosures, EIA reporting, FERC reporting, and other required filings).
Respond to internal and external inquiries regarding reported financial information and disclosures.
Identify opportunities to strengthen financial reporting processes and internal controls and assist in implementing process improvements to enhance accuracy, efficiency, and compliance.
Partner with business units across the District to obtain, analyze, and validate information necessary for external financial reporting, regulatory reporting, and disclosure requirements.
Plan, develop, and execute special projects that improve financial reporting capabilities at the District.
