About The Position

This role is for a Financial Planning and Modeling Manager at BC Transit, located in Victoria, BC. The position is full-time regular, with one day per week in the office. The role focuses on long-term financial scenario modeling, using complex assumptions to provide clear, defensible insights for senior decision-makers. The successful candidate will build and maintain BC Transit’s long-range financial models, assess operating and capital funding requirements, and design Power BI dashboards and analytical outputs to translate technical modeling results into decision-ready insights. This includes KPI forecasting and scenario-based reporting. The role also involves analyzing the financial impacts of major strategic initiatives such as the Low Carbon Fleet Program, long-term capital planning, Transit Future plans, and CleanBC targets. The position requires comfort with challenging assumptions, running sensitivity analyses, and structuring robust models. This is a modeling, analysis, and decision-support role, not a reporting-only function. The role is not responsible for routine transactional accounting or operational finance tasks, maintaining static forecasts, or acting solely as a report compiler without analytical ownership.

Requirements

  • Advanced financial modelling: Proven experience building and maintaining multi-year scenario models in a medium-to-large organization
  • Power BI expertise: Strong ability to design dashboards, data models, and visual analytics that translate complex financial outputs into clear insights
  • Strategic thinking: Ability to assess risk, test assumptions, and evaluate long-term implications of policy, economic, and operational drivers
  • Data fluency: Comfort working with large datasets, financial systems, and structured assumptions
  • Professional credibility: Confident communicator who can explain complex financial scenarios to executives and non-financial stakeholders
  • CPA or CFA designation and a post-secondary degree in Finance, Commerce, or a related field

Responsibilities

  • Be the organization’s subject matter expert in long-term financial scenario modelling.
  • Lead the development and ongoing maintenance of BC Transit’s long-range financial models, assessing operating and capital funding requirements under a wide range of financial, policy, and service assumptions.
  • Design and evolve Power BI dashboards and analytical outputs that translate highly technical modelling results into intuitive, decision-ready insights.
  • Analyze the financial impacts of major strategic initiatives — including the Low Carbon Fleet Program, long-term capital planning, Transit Future plans, and CleanBC targets — and clearly articulate what different futures mean for funding partners, affordability, and financial sustainability.
  • Challenge assumptions, run sensitivity analyses, and structure models so they remain robust as inputs, policy directions, and economic conditions change.
