About The Position

The Environmental Services Department with the City of Springfield is seeking a Financial Officer. The Financial Officer is responsible for planning, directing, and coordinating the financial activities of the Environmental Services Department. This position oversees budget development and administration, financial analysis, accounting functions, capital project financing, utility revenue management, grant administration, and regulatory compliance. The Financial Officer serves as a strategic advisor to department leadership, providing financial guidance to support operational effectiveness and long-term sustainability.

Requirements

  • Strong governmental accounting knowledge (including fund accounting)
  • Budgeting and forecasting expertise.
  • Financial modeling and analytical skills.
  • Knowledge of grants, bonds, and capital project financing
  • Ability to explain complex financial information to non-financial audiences.
  • High attention to detail and commitment to public accountability.
  • Graduation from an accredited college or university with a Bachelor's Degree in Accounting or in a related area with an emphasis in accounting; AND Six years of related professional work experience preferably in municipal accounting and finance and similar in size and complexity to the City of Springfield including experience in financial planning, capital budgeting, or enterprise financial analysis for complex organizations.
  • Must possess a valid driver's license.

Nice To Haves

  • At least three of the six years of related professional work experience is desired to be in a municipal public works or utility organization with both operating and capital improvement project budgets including business enterprise funds
  • Experience with evaluating, analyzing, implementing and maintaining business strategies to attain high quality, competitive cost organizations is desirable
  • A Master's Degree in Business Administration or Public Administration is desirable
  • Experience working with all levels of management and non-management including professional engineers is also desirable.
  • A certified public accountant, certified management accountant, or certified governmental finance manager is desirable.

Responsibilities

  • Develop, direct, implement and maintain all financial and business operations of the Department of Department of Environmental Services
  • Directs implementation of competitive advantage initiatives to maintain or improve competitiveness in all Divisions
  • Provides leadership and analysis on efficiency improvements and the financial impact of Departmental activities
  • Participates in departmental policy development and supervises support staff in Administration including all assigned divisions and enterprise operations.
