The Department of Economic Security, Child and Community Services Division (CCSD), is seeking an experienced and highly motivated professional to join our team as a Financial Manager. This position will be responsible for working with department executive management to avoid liability issues regarding financial operations. The Financial Manager assists with the oversight and management of the Division's accounting, finance, business systems; business analytics, information, and reporting, accounts payable, contracts, and purchasing. This position may offer the ability to work remotely within Arizona based upon the department's needs and continual meetings of expected performance measures. The State of Arizona strives for a work culture that affords employees flexibility, autonomy, and trust. Across our many agencies, boards, commissions, many State employees participate in the State's Remote Work Program and are able to work remotely in their homes, in offices, and in hoteling spaces. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance.

Requirements

  • State laws, rules, regulations, and procedures.

  • Cost allocation plans, generally accepted accounting principles, and the principles, concepts, practices, methods, and techniques of government and financial accounting.
  • Internal control structures, and fiscal management, the methods and techniques of automated accounting systems and reference materials such as Federal regulations, financial research methodologies.
  • Supervisory techniques and team motivation.
  • Analysis, interpretation, and communication of financial data.
  • Techniques required to maintain accounting records through automated accounting systems.
  • Supervision, including interpersonal skills and imparting knowledge to others.
  • Oral and written communication.
  • Being collaborative and flexible, with a strong service mentality.
  • Being a team player who is committed to lifelong learning, examining, developing, re-engineering, and recommending financial policies and procedures.

Nice To Haves

  • Bachelor’s degree in Accounting, Finance, Economics, Business, Public Administration, or related field.
  • Master's degree in one of these fields and/or professional certification, such as Certified Public Accountant.
  • Practical work experience managing the budget or finances of a large, complex organization.

Responsibilities

  • Analyzing performance of procurement activities against procurement indicators and goals.
  • Planning, organizing, assigning work, establishing priorities, and assuring realistic completion schedules are developed, documented, communicated to stakeholders.
  • Assisting with managing risk; recognizing and mitigating key elements of risk profile, monitoring open legal issues that affect delivery of services, constructing and monitoring reliable control systems, ensuring Division complies with legal, regulatory requirements.
  • Ensuring record-keeping meets requirements of auditors/government agencies.
  • Reporting risk issues; maintaining relations with external auditors; investigating findings; offering recommendations.
  • Overseeing funding and monitoring cash balances and cash forecasts.
  • Identifying procurement objectives and methodologies; assisting with statements of work.
  • Performing analyses of elements of cost.
  • Coordinating with technical experts and making competitive range determinations.
  • Supervising and training staff assigned to procurement and payment processes within DES multi-service centers throughout the State.
  • Completing complex data analysis and evaluation of data from various data sources.
  • Coordinating requests for information from outside sources regarding financial management activities.
  • Performing management control assessments of financial system-related business processes and procedures; identifying weaknesses in design and effectiveness of internal or management controls.
