About The Position

Join the Arkansas Center for Women’s and Infants’ Health at UAMS as a Finance Manager to support the High Risk Pregnancy Program (HRPP) in providing fiscal oversight, regulatory compliance leadership, procurement management, and financial reporting support for the UAMS High Risk Pregnancy Program (HRPP). This role is critical to ensuring adherence to federal Uniform Guidance (2 CFR 200), UAMS institutional policies, and state regulations while driving program sustainability and audit readiness. The Financial Manager will oversee financial reporting, budget development, and regulatory compliance, manage procurement processes and support grant-related financial activities, synthesize complex clinical and evaluation data into clear, fundable narratives, and ensure program sustainability through strategic financial planning. Requirements

  • Bachelor’s degree in Business Administration, Finance, Accounting, or related field
  • Five (5) years of experience in financial review.
  • Must reside in or be willing to relocate to the Greater Little Rock, AR, or the Greater Northwest, AR, regions, as this position will be located at the UAMS Campus.
  • Proof of legal authority to work in the United States on the first day of employment.

Responsibilities

  • Develop and manage annual and multi-year budgets across HRPP funding streams.
  • Monitor expenditures and reconcile monthly financial statements.
  • Track salary distributions and effort reporting.
  • Prepare budget revisions and prior approval requests.
  • Assist with budget development and justifications for new grant proposals and renewals.
  • Ensure compliance with federal Uniform Guidance (2 CFR 200), HRSA/CMS regulations, and UAMS policies.
  • Maintain documentation for internal and external audits.
  • Oversee subrecipient monitoring, including risk assessments and invoice review.
  • Track compliance deliverables and reporting timelines.
  • Develop and implement corrective action plans if needed.
  • Manage procurement processes and purchasing documentation.
  • Oversee consultant agreements and subawards.
  • Track vendor deliverables and payment schedules.
  • Ensure competitive procurement standards and documentation compliance.
  • Prepare monthly and quarterly financial dashboards for HRPP leadership.
  • Align financial data with performance metrics.
  • Conduct cost analyses and sustainability modeling.
  • Support fiscal reporting for federal and state progress reports.
  • Serve as liaison to UAMS Sponsored Programs, Compliance, and Finance offices.
  • Provide fiscal guidance to program managers.
  • Support internal training on allowable costs and compliance processes.
