About The Position

The Florida Department of Health (DOH) is seeking a creative, organized, flexible, and motivated individual to become an essential member of the Health Resources and Access Section. This is a highly responsible position located in the Division of Public Health Statistics and Performance Management (division) that directs professional staff in program planning, data systems management, procurement, communications and contract management. The incumbent in this position is responsible for all supervisory duties including but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning, and directing their work, approving leave, and taking disciplinary action as appropriate. The incumbent is also responsible for administration, and resolution of operational and management problems as they relate to the activities of the section. Provide guidance in program design, administration, monitoring, evaluation, analysis, community outreach and staff development. Coordinates activities of staff to ensure continuing operations, best use of time and increased productivity. This position requires the incumbent to be knowledgeable of policies, data, technologies, and issues related to access to health care and underserved communities. The incumbent works with other individuals, agencies, organizations, and groups in developing and promoting policies, processes, technical solutions, and rules that improve access to health care. This position requires excellent communication, computer, and data analysis skills; highly effective procurement and contract management skills; and the ability to work independently and effectively with Department personnel, county health departments, local health care providers, federal governmental agencies, and other organizations, associations, and community representatives.

Requirements

Nice To Haves

  • A bachelor's degree from a college or university and three or more years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.

Responsibilities

  • Develop and write Requests for Applications and grants to fund projects related to the Dr. and Mrs. Alfonse and Kathleen Cinotti Health Care Screening and Services Grant Program. The incumbent will facilitate all grant programs established under ss. 381.9855, F.S., in a manner that maximizes the impact of the grants in benefit to the residents of Florida. The incumbent will evaluate the awarded grants to assess the effectiveness and efficiency of the use of funds and to determine best practices.
  • This position directly manages an operational staff team. The incumbent will work with the Contract Managers to develop, implement and monitor operational plans. The incumbent will communicate the strategic planning process to team members so that all levels understand the benefits derived from focused strategic initiatives to achieve the top performance for the customers served. Monitors administrative functions such as technical support systems, personnel, and financial management. Consults with staff to determine areas of concern and proposes solutions to operational challenges. Apprise leadership as necessary for situational awareness.
  • Work within the Division of Public Health Statistics and Performance Management to manage budget/dollars/resources (staff, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned programs have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.
  • Serve as a liaison for Department’s grant activities with government agencies, non-government organizations, community-based organizations and the public at large.
  • Assist the division with legislative planning, activities and assignments related to assigned programs. Complete legislative bill analysis and other assignments related to bills that are assigned to the division as needed. Ensures the office comply with legislative mandated reports and the timely response to legislative inquiries from the Office of Legislative Planning.
  • Develops budget requests, allocates approved operating budget, and monitors expenditures.
  • Other duties as required.
