The Financial Examiner for Consumer Credit for the Indiana Department of Financial Institutions will be in an entry-level position and travel within a specified region of the State. The position will be in training to learn how to conduct examinations for compliance with state consumer lending and applicable federal regulations in the following types of institutions: State Chartered Depository Institutions, Licensed Lenders, Non-Lenders (such as car dealerships and other sellers of retail goods that offer financing), Rental Purchase Entities, Pawnbrokers, Debt Management Companies, Mortgage Lenders, Check Cashing, and Money Transmitter Licensees. The position’s initial training will focus on non-Lender examinations, and as the examiner role progresses, additional training will be provided. As a Financial Examiner in the Consumer Credit Division, your day-to-day responsibilities include, but not limited to: Performing various examination duties related to regulatory compliance for state-chartered Depository Institutions, Licensed Lenders, Non-Lenders, Rental Purchase Entities, Pawnbrokers, Debt Management Companies, Mortgage Lenders, Check Cashing Companies, and Money Transmitter Licensees. Assisting in evaluating the degree of compliance with governing statutes and regulations. Preparing examination reports of findings and meeting with officers and managers of the regulated entities to discuss examination findings. Assisting in developing ways to bring the organization into full compliance with laws and regulations and recommending procedures necessary to maintain compliance. Salary: The salary for this position traditionally starts at $53,222.00 but may be commensurate with education and work experience. A Day in the Life: The essential functions of this role are as follows: Depository: Conduct examinations for large and complex institutions. Serve as an Examiner-In-Charge (EIC) of Safety and Soundness examinations, especially for high-risk institutions. Develop examination plans and oversee staff to ensure procedures are followed. Submit accurate and timely Reports of Examination with minimal errors. Determine ratings and design corrective programs with guidance. Identify credit risks through loan review sampling. Act as the Central Point of Contact (CPC) for complex institutions, using off-site monitoring tools and on-site examinations to identify risks and trends. Coordinate on-site visits and attend board/management meetings as needed with supervisory approval. Analyze loan portfolios, assign credit risk, evaluate management systems, and adjust examination scope accordingly. Consumer Credit: Conduct regulatory compliance examinations with state and federal consumer credit laws and regulations for the financial entities, focusing on the most complex ones. Examine complex institutions, including depository institutions, lenders, pawnbrokers, money transmitters, and others, focusing on regulatory compliance. Serve as Examiner-In-Charge (EIC) to assess compliance with laws and regulations. Serve as a Subject Matter Expert (SME) on statutes and examination procedures. Prepare accurate reports, hold findings discussions, and recommend compliance procedures. Provide guidance to help institutions achieve and maintain full compliance with laws and regulations. Essential functions of this position require travel on most workdays to inspect, audit, examine, survey, or investigate clients, customers, or other regulated entities and write reports at those sites or employee’s home. Employee reports to the agency’s office for occasional meetings or events. Number and timing of work hours may vary daily or weekly to accommodate operational needs and staffing concerns at the client’s or customer’s worksite, minimize expenditures for repeated visits to complete the work, and allocate resources to complete assigned work effectively.
