About The Position

This is a temporary position for a Financial Eligibility Worker in the Health and Human Services Department. The role involves managing cases by processing reviews, checking documentation, handling referrals, claims, and appeals, explaining technical information to clients, determining initial eligibility, and filing documents. The work is performed under moderate supervision. Experience with METS and/or MAXIS systems is required.

Requirements

  • Complete knowledge of all financial programs and MAXIS computer.
  • Considerable knowledge of all community resources and agency operation.
  • Knowledge of human behavior.
  • Interviewing skills and maintaining a good relationship with clients, co-workers, and the public.
  • Ability to make decisions accurately and in a timely manner.
  • Ability to organize large volumes of work with deadlines.
  • High School diploma or GED or a combination of equivalent education and experience.
  • Experience receiving and processing applications in METS and/or MAXIS systems.

Responsibilities

  • Determining initial eligibility for Income Maintenance Programs (MFIP, GA, MSA, Housing Supports, MA, SLMB, QMB, QWD, Food Support (SNAP)) in accordance with State and Federal regulations.
  • Interviewing clients face-to-face or by telephone to obtain information for eligibility determinations.
  • Determining immediate need for emergency assistance, expedited food stamps, and MA for pregnant women.
  • Informing clients of their rights and responsibilities.
  • Assisting clients in completing forms and reviewing them for accuracy and completeness, following up on necessary documentation.
  • Explaining agency services and community programs, making referrals as appropriate.
  • Setting up case files and maintaining complete and accurate case records.
  • Entering and correcting information in the MAXIS system.
  • Evaluating client circumstances to determine referrals to other agencies and community resources.
  • Determining eligibility and effective dates for cash, medical, and SNAP programs and processing cases accordingly.
  • Authorizing issuance of initial cash grants and food support SNAP.
  • Processing eligibility reviews and household income reports monthly, quarterly, adjusting issuances, and redetermining medical eligibility.
  • Reviewing report forms for completeness, accuracy, and changes in circumstances.
  • Monitoring timely notices for closings or changes in grants.
  • Conducting mandatory face-to-face interviews and reviewing recertifications to verify ongoing eligibility.
  • Determining eligibility for emergency assistance and authorizing necessary correspondence and file documentation.
  • Writing case notes in MAXIS and responding to client inquiries.
  • Determining caseload priority and managing combination caseloads.
  • Reviewing monthly/yearly reports and initiating required actions within mandated timeframes.
  • Notifying other units and agencies of changes as appropriate.
  • Serving as a resource person, providing advice and consultation to other agency personnel.
  • Recalculating grant amounts to determine underpayments and overpayments and initiating collections.
  • Accepting addendums to add people to households and determining eligibility.
  • Preparing cases for transfer to other counties and reviewing and updating incoming transfers.
  • Ensuring all work is completed accurately and within acceptable error rates.
  • Researching and interpreting electronic materials and policy updates.
  • Determining assistance units and household size according to program rules.
  • Attending training and sharing information with other workers.
  • Assisting other staff with training needs and questions.
  • Obtaining a thorough understanding of income tax returns, financial statements, business ledgers, and other legal documents.
  • Performing other work and special projects as assigned.
  • Responding to medical providers, landlords, and legal aid within data privacy laws.
  • Utilizing interviewing skills to obtain all information applicable to eligibility.
  • Assisting clients with appeal statements.
  • Preparing and presenting information at appeal hearings.
  • Referring questionable information for Fraud Prevention Investigation.
  • Referring and assisting in suspected fraud of ongoing cases.
  • Testifying in court and presenting information for the County Attorney.
  • Referring data to the State Medical Review Team (SMRT) for disability determination.
  • Assisting in obtaining information as requested by SMRT.
  • Determining cost effectiveness in certain situations.
  • Submitting cost-effective forms with documentation for state approval.
  • Making mandatory referrals for suspected abuse and neglect, and for minors requiring a service plan.
  • Referring for money management and family problems.
  • Referring absent parent information for processing and updating any changes in circumstances.
  • Determining eligibility for expedited services for emergency help outside of intake time.
  • Providing backup and coverage for assigned workers during periods of absence, including processing income reports and eligibility reviews.
  • Maintaining a working knowledge of community and area resources and referral processes.
  • Maintaining a good working relationship with clients, co-workers, and supervisors.
