About The Position

The Department for Children and Families is seeking a CFO/Financial Director IV to lead its Business Office. This position holds primary responsibility and accountability for all financial activities of the department, including operations, planning, budgeting, testifying, and reporting. The Financial Director supervises senior professionals and oversees a staff of 48 people across four units: Analytics, Accounts Payable and Receivable, Grants and Contracts, and Special Projects. This role is a key member of the Senior Leadership Team at DCF, requiring creative problem-solving and collaboration across all departmental programs on a complex, $700 million budget that impacts services for Vermonters. The position is based in Waterbury with the possibility of a hybrid (in office/remote) schedule and may involve some in-state travel.

Requirements

• Master's degree in accounting, business or public administration or a related field AND four (4) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience including managing a major fiscal program or operation.
• OR Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting and seven (7) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included managing a major fiscal program or operation.
• OR Three (3) years or more as a Financial Director III with the State of Vermont.
• Candidates must pass any level of background investigation applicable to the position.
• Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.

Nice To Haves

• Experience working with VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
• Experience managing large fiscal operations.
• Master's degree in Public Administration, Business Administration, or other specific degree program.
• CPA (or similar certification).

Responsibilities
