About The Position

The Arizona Department of Administration (ADOA), Enterprise Resource Planning (ERP) Division is seeking a dedicated and highly skilled Senior Business Analyst to provide advanced technical and functional expertise across the state’s comprehensive AZ360 Financial (FIN) software suite (CGI Advantage). In this critical role, the selected candidate will ensure systemic stability, operational efficiency, and standard compliance across core ledger operations, transactional processing, and specialized asset and funding modules. Operating at the intersection of data analytics and state financial operations, the Senior Business Analyst will craft ad hoc T-SQL queries, perform complex database extractions, and translate transactional data into strategic continuous process improvement initiatives across the enterprise. Candidates must possess advanced hands-on SQL capabilities, as a technical SQL skills assessment will be administered during the interview process to evaluate competency. Additionally, this position serves as the designated Lead Business Analyst on high-priority, cross-functional enterprise initiatives, spearheading the complex integration of external applications, data pipelines, and third-party vendor solutions into the AZ360 FIN (CGI Advantage) operational ecosystem. Functioning simultaneously as the Lead Testing Analyst, the incumbent will orchestrate robust quality assurance protocols, conduct release validation testing, and manage end-to-end defect tracking for major statewide system upgrades and custom patch deployments. Requirements

  • Knowledge of the integrated functionality, transactional logic, database schema relationships, and accounting controls across all core enterprise resource planning (ERP) modules and financial sub-systems.
  • Knowledge of relational database structures, enterprise data dictionaries, query optimization models, and standard T-SQL database syntax patterns within an ERP financial warehouse framework.
  • Knowledge of Software Testing Life Cycle (STLC) frameworks, structured QA governance, release management practices, and defect tracking metrics (severity vs. priority) within an enterprise environment.
  • Knowledge of principles, lifecycle phases, and testing methodologies for data mapping, system integrations, and interface validation protocols between external applications and enterprise core ledgers.
  • Skills in navigating, querying, and analyzing application tables and transactional workflows across overlapping financial functional domains to perform system configuration and maintenance.
  • Advanced, hands-on mastery in writing, debugging, optimizing, and executing complex T-SQL queries (including nested joins, subqueries, and aggregations) to extract data from deep ERP financial warehouses.
  • Skills in structuring validation testing pipelines, running complex test scripts, and tracking software errors using enterprise issue-management tools (such as Jira or ServiceNow).
  • Skills in leading cross-functional project teams through complex software changes, identifying integration constraints, and mapping downstream impacts.
  • Ability to analyze intricate financial process failures, isolate code errors from configuration faults, and recommend long-term system remediations.
  • Ability to analyze disjointed transactional data to spot bottlenecks, define foundational KPI metrics, and establish objective metrics to evaluate agency operational performance.
  • Ability to lead diverse user-group validation initiatives under compressed release windows and write clear, actionable defect logs for development teams.
  • Ability to manage competing project timelines, balance system upgrade priorities, and translate technical language for business stakeholders.
  • A Bachelor’s degree from an accredited college or university in Business Administration, Finance, Accounting, Management Information Systems (MIS), or a closely related field; OR five (5) years of progressive, professional-level experience in business analysis, system analysis, or financial systems operations.
  • Background and reference check, including state and federal criminal records fingerprint check.

Responsibilities

  • Serve as the primary functional analyst providing Tier-3 configuration and optimization support across all 28 integrated AZ360 Financial (CGI Advantage) operational subsystems, including core ledger controls, transactional processing, treasury, asset management, and lifecycle management modules.
  • Conduct complex system impact analyses, execute routine configuration updates, and implement authorized designer changes to optimize statewide financial architecture and prevent modular silos.
  • Consult with state agencies and business units to troubleshoot, refine, and align system parameters with evolving financial regulations, reporting requirements, and statewide accounting policies.
  • Independently author, debug, and execute complex T-SQL queries and database extractions without reliance on database administrators to deliver ad hoc reporting.
  • Serve as a functional lead providing task assignment and guidance to testing staff; lead Quality Assurance (QA), regression, and User Acceptance Testing (UAT) cycles for upgrades, custom patches, and emergency scripts.
  • Oversee the team’s ServiceNow queue to triage, track, and resolve system tickets; govern the end-to-end defect tracking lifecycle, perform root-cause analysis, and represent the team during Change Control Board reviews.
  • Coordinate project deliverables for the Arizona Management System (AMS), collaborate cross-functionally to design module training content, and author executive briefings, presentations, and technical documentation.
  • Lead cross-system integration projects by facilitating gap analyses, requirement matrices, and interface design sessions with internal IT, state agencies, and external vendors to maintain seamless data pipelines.
  • Maintain flexibility to work non-standard hours, including evenings and weekends, to support mission-critical system deployments, emergency patches, and strict fiscal year-end deadlines.
