About The Position

Financial Analyst, Financial Analyst, Associate – Financial Planning & Analysis (Two levels based on experience and education) Under general supervision, the Financial Analyst participates in the development and oversight of major department initiatives, including the Comprehensive Business Plan, annual budget development, variance analysis reporting, grant administration, and special projects. This role supports OCTA’s financial planning and accountability efforts through detailed analysis, reporting, and strategic coordination. Financial Analyst, Associate - This is a non-exempt position in Salary Grade 185: Min $38.71 - Mid $46.24- Max $53.76/hour. The starting salary will be within this range based on qualifications. Financial Analyst - This is an exempt position in Salary Grade 195: Min $88,753.60 – Mid $106,038.40 – Max $123,302.40/year. The starting salary will be within this range based on qualifications. This position will remain open until filled. What You’ll Do Support development of program elements within OCTA’s Comprehensive Business Plan Assist in preparing and overseeing annual budgets for assigned divisions Monitor budget-to-actual activity and prepare variance analysis reports Administer grants and develop reimbursement instructions for assigned projects Complete required State and Federal grant reporting Develop and work with financial models to support planning and forecasting Establish priorities and coordinate work activities to meet department goals Complete special projects and financial analyses as assigned Collaborate with internal departments to ensure alignment with agency financial strategies What We’re Looking For Financial Analyst Bachelor’s degree in Business, Finance, Accounting, Mathematics, Statistics, Economics, or related field Minimum of two years of financial analysis experience Experience in budgeting, forecasting, and financial modeling Strong analytical and problem-solving skills High attention to detail and organizational ability Ability to manage multiple projects in a fast-paced environment Strong written and verbal communication skills Financial Analyst, Associate Bachelor’s degree in Business, Finance, Accounting, Mathematics, Statistics, Economics, or related field Related experience preferred Why You’ll Love It Here Contribute to the financial planning and fiscal stewardship of a major public agency Support programs that shape transportation services across Orange County Work in a collaborative, mission-driven environment Apply data-driven analysis to inform strategic decision-making Competitive compensation, comprehensive benefits, and professional development opportunities OCTA is the county’s transportation planning commission and public transit operator. Requirements

  • Financial Analyst Bachelor’s degree in Business, Finance, Accounting, Mathematics, Statistics, Economics, or related field
  • Minimum of two years of financial analysis experience
  • Experience in budgeting, forecasting, and financial modeling
  • Strong analytical and problem-solving skills
  • High attention to detail and organizational ability
  • Ability to manage multiple projects in a fast-paced environment
  • Strong written and verbal communication skills
