About The Position

The Alberta Public Service (APS) is taking a One Finance approach to the delivery of financial services. Financial services include the delivery of financial planning, reporting and operations, as well as ongoing engagement with policy and program areas to provide strategic decision-making support. There are three top leadership priorities that support this One Finance approach: proactively supporting our talent across the finance community; providing collaborative and responsive services to our business partners; and actively engaging in continuous improvement of the way we support each other and do business within our teams and across the entire finance community. The Ministry of Technology and Innovation is looking for a Financial Analyst. Reporting to the Manager, Financial Services, the Financial Analyst provides executive and line area management with budgetary and forecast information and analysis, financial analysis and management reports to ensure the ongoing changing needs of divisions are being met. This includes responsibilities for ensuring the accuracy of financial analysis and information, through conducting necessary reconciliations and investigations, and resolving financial variance and business processes.

Requirements

  • University graduation in Business or a related field plus 3 years progressively responsible related experience; or equivalent as described below.
  • Related diploma plus 5 years directly related experience.
  • Accounting designation and 1 year additional related experience.

Nice To Haves

  • Knowledge of Government and Ministry Contracting policies, regulations and procedures/processes.
  • Advanced skills in Microsoft Office, including Excel and Word.
  • Experience with financial systems and reporting tools (e.g. Excel, 1GX, Enterprise Resource Planning (ERP), System Analysis Program (SAP))
  • Experience in the Information Technology (IT) industry is considered a strong asset.
  • Knowledge of Public Sector Accounting Board (PSAB) and Generally Accepted Accounting Principles (GAAP).
  • Strong analytical, decision-making and organizational skills.
  • Ability to exercise professional judgement when dealing with matters of a sensitive and confidential nature.
  • Strong analytical and forecasting capability, translating AI-generated insights and financial data into clear, actionable business recommendations.

Responsibilities

  • Forecast for multiple Expenditure officers, ensuring timeliness and accuracy while supporting the effective use of funds and future trend analysis.
  • Identifies and works with Expenditure Officers to explain significant variances in actual or forecasted results compared to budget, and collaborates with Strategic Policy and Financial Services to present viable solutions to business issues while considering the impact on the program area budgets.
  • Prepares budget variance reporting, providing in-depth explanations including impacts including executive level communication.
  • Analyze and reports on spending pressures, prepares supplementary analysis, and presents alternatives and recommendations as necessary.
  • Prepares and load the monthly forecast in the ERP system, prepares journal entries as needed to correct coding errors or reallocate charges.
  • Understand the GoA Capital Asset Policy and provide guidance to business areas.
  • Using an in-depth understanding of the GoA Tangible Capital Asset policy, manages the capital asset life cycle including, asset coding and setup, tracking expenditures against the asset, moving the asset from AUC into service and disposing of the asset at the end of its useful life.
  • Interprets reports to support project financial decisions, including determining when projects meet capitalization criteria, when assets should be placed into service or written off, and providing project forecast information for financial reporting purposes.
