About The Position

We have an exciting opportunity for a Financial Analyst position located at our campus in Temecula, CA. Under the supervision of the Vice President of Business Services, or delegate, the Financial Analyst conducts complex financial analysis, planning, and fund management, budget analysis; accounting and administration; systems planning, automation development and administration. This is an advanced journey-level position, and the work assigned requires fully developed accounting skills in several specialized areas including budget, forecasting, and analysis.

Requirements

Bachelor’s degree (attach transcript) from an accredited institution in accounting, finance, public administration, statistics, business administration or a related area is required.
Additional qualifying experience may be substituted for the bachelor’s degree on a year for year basis with one year of full time experience being equal to 30 semester or 45 quarter units of coursework.
Three or more years of full-time experience in a professional level administrative or accounting assignment.
Must have proficient level experience using word processing systems and spreadsheet software packages, such as Microsoft Office Software Suite (Word, Excel, PowerPoint and Outlook).
Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty and staff.
Principles and practices of accounting and finance; preparing budget spreadsheets and reports with results of analytical information.
Methods utilizing quantitative and qualitative statistical analysis for information gathering and reporting.
Methods, practices, principles, procedures, and terminology used in accounting; generally accepted accounting principles; governmental accounting standards.
California Community College's Budget and Accounting Manual.
Computer software applications, including Excel, Access and Word.
Operation of business equipment, including computers, copiers, and calculators.

Communicating effectively both orally and in writing.
Maintaining documentation and records.

Nice To Haves

Master's degree from an accredited institution in a related field.
Experience in or knowledge of higher education operations is preferred.
Programming of building access control systems; facility planning and utilization database(s); applicable codes and regulations; appropriate safety precautions.
Assist the Vice President in working with faculty staff and students in the process of information gathering and data analysis.
Effectively employ excellent interpersonal, oral and written communication skills in dealing with administrators, faculty, staff, students, vendors, community members and the general public.

Responsibilities

Perform high-level problem-solving and analytical tasks such as revenue and expenditure forecasting, enrollment and efficiency trends, etc.
Perform statistical and administrative data collection and analysis; develop, evaluate and present alternative recommendations.
Evaluate and make recommendations in operations systems, procedures, policies and methods.
Provide financial analysis, recommend planning strategies and review fund management indicating areas of concern and/or potential recommendations to administration.
Conduct research and prepare analysis or reports regarding annual District-wide budget allocations, reallocations, revenues and formula allocation; update and may conduct program and service evaluations.
Perform complex Categorial Funding Analysis, results and recommendations to Administrators.
Prepare reconciliations; prepare analytic schedules for District meetings, administrators and Governing Board agendas; may review and report funding for Governing Board agenda items and may provide budget review and analysis of personnel actions.
Prepare, review, and submit a variety of informational reports, reconciliations and statements to and from internal departments and external agencies.
Prepare training materials for staff, faculty and students; assist with training on budget development policies and procedures.
Assist District Information Technology staff in the implementation and upgrading of the computerized systems used in administration, student services and instructional functions.
Assist the administrative college staff in conducting job automation for financial responsibilities.
Respond to analytical and information inquiries from administrators, staff and faculty, create and process transfers from the various accounts, prepare periodic status reports to end users.
Plan, organize and prepare the development and submission of District budgets including preparation of special studies regarding operation and capital budgets.
Maintain position control, including position entry, review, recommendations, and budget implications.
Coordinate information and prepare data on budget to Vice President of Business Services, or delegate.
Compile data for the preparation of instructions, recommendations, reporting systems and reports.
Assist in reviewing budgets and make recommendations for proper allocation.
Answer complex budget questions, prepare complex budget data for presentations.
