About The Position

The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County’s need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services, and daycare. The Housing Resources division is currently hiring for a Temporary Financial Analyst. This position requires knowledge of financial analysis. The main location for this position is Silver Spring, MD.

Requirements

  • At least one (1) year of experience in finance or accounting
  • Requires a Bachelor’s degree in Accounting, Finance, Business Administration or related field
  • An equivalent combination of education and experience may be accepted.
  • Knowledge of accounting procedures in accordance to Federal, State and local laws pertaining to the Housing Choice Voucher Program
  • Good judgement
  • Good computer skills
  • Ability to prepare and interpret reports
  • Strong analytical skills
  • Ability to work independently
  • Ability to prioritize assignments and meet deadlines
  • Excellent computer software skills
  • Excellent oral and written communication skills

Responsibilities

  • Reconcile Housing Choice Voucher vendor and client ledgers
  • Assess and collect landlord receivable balances resulting from subsidy overpayments
  • Generate repayment agreements and referrals to collection agencies
  • Monitor receivable balances for incoming portable clients
  • Work with staff and Public Housing Authorities to collect outstanding debt
  • Create reoccurring payables for portable clients and reconcile FSS escrow accounts
  • Submit monthly report of all financial activity
  • Provide excellent customer service and maintain working relationships with landlords, tenants, housing authorities and HOC staff
  • Create monthly reports for Housing Resources Division related to port-in receivable balances
  • Monitor and update project-based voucher spreadsheets
  • Perform other related duties as assigned
