About The Position

Nakupuna Solutions is seeking a Financial Analyst to support the U.S. Department of State’s Bureau of Global Health Security and Diplomacy (GHSD). GHSD is responsible for strengthening global health security and coordinating efforts to prevent, detect, and respond to infectious diseases. The Financial Analyst will provide crucial financial, award-management, and administrative support to Contracting Officer’s Representatives (CORs) and Grants Officer’s Representatives (GORs). This role is vital for ensuring the effective financial management and oversight of various program instruments, including contracts, grants, and cooperative agreements. The position will focus on award-level budgeting, financial analysis and reporting, invoice review, transaction reconciliation, and maintaining award documentation. The Financial Analyst will collaborate closely with CORs, GORs, Activity Managers, implementing partners, and GHSD leadership to maintain accurate financial data, monitor award performance and compliance, and deliver timely analysis to inform programmatic and financial decisions. The role is assigned to GHSD and reports to the Deputy Director of the assigned office.

Requirements

  • Demonstrated experience with financial analysis and reporting, budget development, forecasting and projections, expenditure analysis, and financial reconciliation.
  • Strong knowledge of accounting principles and practices and experience applying them to program, project, contract, grant, or award-level financial management.
  • Advanced proficiency in Microsoft Excel and spreadsheet-based financial analysis, including organizing, analyzing, reconciling, and presenting complex financial data.
  • Experience conducting quantitative data analysis, cost-benefit analysis, financial modeling, or other analytical approaches relevant to program and award management.
  • Demonstrated ability to interpret financial-management policies, fiscal requirements, and award terms and apply them to day-to-day program implementation.
  • Experience using enterprise resource planning (ERP), financial-management, accounting, or comparable business systems.
  • Strong knowledge-management skills, including experience tracking and maintaining scopes of work, workplans, approvals, reports, financial records, and other award documentation.
  • Demonstrated ability to review invoices, financial transactions, obligations, expenditures, and supporting documentation for accuracy, completeness, and compliance.
  • Strong analytical and critical-thinking skills, with the ability to interpret complex financial and programmatic data, identify trends or discrepancies, and develop practical recommendations.
  • Ability to work effectively with CORs, GORs, Activity Managers, implementing partners, financial-management personnel, and senior stakeholders.
  • Excellent written and verbal communication skills, including the ability to prepare financial analyses, reports, briefing materials, and other products for technical and senior-level audiences.
  • Strong organizational and time-management skills, with the ability to manage multiple awards, deadlines, financial requirements, and competing priorities.
  • Self-motivated with strong attention to detail and the ability to work independently while contributing effectively within a multidisciplinary team.
  • Proficiency in Microsoft Office applications and other relevant financial, data-management, and collaboration tools.
  • Bachelor’s degree (BA/BS) in Accounting, Economics, Finance, Business, or a related field appropriate to the work of the position.
  • Minimum 6 years of relevant professional experience in financial analysis, budgeting, accounting, financial management, award management, or a related field.
  • Active Secret security clearance required.
  • Must be a US citizen.

Nice To Haves

  • Experience with ASIST and/or comparable document-management and recordkeeping systems highly desirable.
  • A combined background in health sciences and business or finance, with an understanding of the financial drivers associated with global health programming, is desired.
  • 6–9 years of relevant experience preferred.
  • Demonstrated experience supporting financial management and oversight of contracts, grants, cooperative agreements, or other complex awards preferred.
  • Experience supporting U.S. Government foreign assistance, federal financial management, international development, or global health programs preferred.

Responsibilities

  • Support CORs and GORs in the financial and administrative management of GHSD awards, including tracking scopes of work, workplans, approvals, reports, and other required award documentation.
  • Maintain accurate, complete, and organized award records in ASIST or other designated document and knowledge-management systems, ensuring appropriate filing and recordkeeping.
  • Coordinate with CORs and GORs to support regular, timely, accurate, and useful communication with Activity Managers at Post and implementing mechanism headquarters teams.
  • Assist CORs and GORs in developing, maintaining, and analyzing program and award-level budgets.
  • Ensure budgets align with GHSD financial-management policies, award requirements, and program objectives.
  • Analyze budget execution, expenditures, and financial trends and provide recommendations to improve allocation and utilization of program resources.
  • Maintain accurate and current records of award-related financial transactions, including obligations, expenditures, modifications, and other relevant financial actions.
  • Track, reconcile, and validate financial information against Department of State accounting systems and identify and resolve discrepancies as appropriate.
  • Prepare periodic financial analyses and reports for CORs, GORs, office leadership, and GHSD leadership.
  • Log, review, and track project invoices for compliance with award terms, financial-management policies, available funding, and supporting documentation requirements.
  • Coordinate with CORs, GORs, and award recipients to address discrepancies, incomplete documentation, or other issues affecting invoice processing.
  • Facilitate timely review and processing of invoices to minimize delays to program implementation.
  • Support CORs and GORs in monitoring award financial performance, compliance, and implementation against established requirements.
  • Assist with audits, financial reviews, reconciliations, and other oversight activities involving GHSD awards.
  • Analyze complex financial and programmatic information and provide clear, actionable findings and recommendations to support decision-making.
  • Draft and edit financial analyses, reports, and briefing materials related to GHSD program budgets and individual awards.
  • Provide financial and technical input related to awards for use by GHSD staff in leadership briefings, public messaging, communications with Congress, and coordination with other U.S. Government agencies.
  • Identify opportunities to strengthen financial-management processes, internal controls, tracking mechanisms, and award-management practices.
  • Perform other financial and administrative duties as required to support GHSD award management.
