About The Position

Responsible for the supervision of daily budget operations and providing direction and analytical support to assigned staff. This role involves supervising the compilation and monitoring of operating and capital budgets, developing financial proformas, conducting rate and impact fee research, maintaining business reports, and presenting recommendations to stakeholders. The position also includes assisting with SOPs, developing and implementing training, supporting long-term forecasting, serving as a financial liaison to departments, establishing financial charters, building rate revenue and fee forecasts, updating cost-of-service analyses, collaborating on public engagement in the budget process, and preparing financial reports for public documents. The role requires staying updated on City of Denton regulations for special revenue funds, ensuring compliance with Texas statutes for impact fee expenditures, creating expenditure plans, developing revenue projections, and overseeing impact fee revenues and expenditures. Collaboration with other City departments is also a key aspect. The position reports to the Office of Strategy, Budget, and Performance, and will move to the City Manager's Office on October 1, 2026.

Requirements

  • Bachelor’s Degree from an accredited college or university in Accounting, Finance, Public Administration, Business Administration, or related field
  • Six (6) years’ experience in financial analysis, budgeting, rate, costs, revenue analyses, or related field
  • Two (2) years’ experience in a management or supervisory capacity
  • Knowledge of appropriate Federal, State, and Local Government laws, regulations, and ordinances.
  • Knowledge of City of Denton policies, procedures, mission, and goals.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, and coordination of people and resources.
  • Knowledge of project management principles, including the ability to review and recommend project improvements based on scope and budget.
  • Knowledge of effective research-based strategies, theories, techniques, and methodologies.
  • Skill at the advanced level with Microsoft Office 365 and other software systems necessary to complete work.
  • Skill in analyzing and researching, to interpret and understand policies, laws, and regulations, and to provide workable recommendations and solutions to problems that maintain compliance.
  • Skill in complex problem solving; identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
  • Skill in performing mathematical and statistical calculations with accuracy.
  • Skill at the college level, in reading, writing, speaking, and interpersonal communications, including principles of English and grammar usage.

Responsibilities

  • Supervise the compilation and monitoring of the operating and capital budgets for assigned departments.
  • Develop and implement training for staff citywide to ensure processes and procedures are followed.
  • Serve as financial liaison to operating departments citywide; meet with departments routinely to ensure objectives are being met and obtain feedback for process improvement and staff development.
  • Establish and maintain a financial charter for each department clearly outlining expectations for team members and departments.
  • Build rate revenue and fee forecasts based on historic rate data and future growth projections; facilitate adoption of rate and fee ordinances.
  • Updates the cost-of-service analyses for utility rates and recommend changes to utility rate designs.
  • Collaborate with internal stakeholders to engage the public in the budget process throughout the year; present at public meetings, as directed.
  • Review, compile and prepare financial reports and narratives for public-facing documents, including but not limited to, Quarterly Financial Reports, Proposed Budget Book, Annual Program of Services, and Utilities Rate Book.
  • Stay abreast and maintain to up to date on the City of Denton regulations for the special revenue funds; monitor funds for valid expenses.
  • Ensure compliance with State of Texas statutes concerning impact fee revenue expenditures, creates the impact fee expenditure plan, develops revenue projections, and oversee monitoring and tracking of impact fee revenues and expenditures.
  • Collaborate with staff in other City of Denton departments on tasks, projects and/or initiatives, as appropriate.
  • Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
