About The Position

This is a contractual position with limited State of Maryland benefits. The Maryland Department of Housing & Community Development (DHCD) is seeking a strong manager with an accounting background and analytical skills to manage staff, set the example, review monthly reconciliations, and ensure deadlines are met. The candidate must be able to take initiative, research, analyze data, and propose solutions. The ideal candidate will be a leader who works as a team, challenges the status quo, communicates ideas and issues effectively, independently implements practical and efficient solutions, believes change is good, and wants to come to work knowing their contributions make a difference. This position is classified as GRADE 21 and offers a salary range of $44.66 - $48.34/hour, with potential for advancement up to $70.42/hour based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $48.34/hour. The position is located at 7800 Harkins Rd, Lanham, MD 20706. Requirements

  • A Bachelor’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university.
  • Four years of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles.
  • A Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement.
  • A Master’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university may be substituted for two years of the required experience.
  • Candidates may substitute one year of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles for 30 credits on a year-for-year basis for the required education.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the accounting field of work on a year-for-year basis for the required education and experience.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
  • Must document eligibility to work in the U.S. upon hire.
  • Must be legally authorized to work in the United States under the Immigration and Reform Control Act of 1986.

Responsibilities

  • Manage staff and set an example.
  • Review monthly reconciliations.
  • Ensure deadlines are met.
  • Take initiative, research, analyze data, and propose solutions.
  • Service a $187 million portfolio of venture capital programs, loan participation programs, loan guarantee programs, collateral support programs, and capital access programs provided by the Small Business Credit Initiative.
  • Coordinate data from many units in the Department requiring an understanding of multiple technical areas including accounting, Generally Accepted Auditing Standards (GAAS) and Sarbanes-Oxley Act of 2002, capital markets, mortgage products and execution methodologies, underwriting, asset management, grant/loan agreements and required stated and federal reporting, debt management, compliance to State and Federal regulations and loan servicing.
