About The Position

The Texas Health and Human Services Commission (HHSC) is seeking a Financial Analyst III to join the Intellectual and Developmental Disabilities (IDD) Services & Preadmission Screening and Resident Review (PASRR) Fiscal & Systems Support team. This role performs advanced financial analysis work, involving the administration of financial processes and systems, review, analysis, auditing, and evaluation of financial data. The position includes preparing reports, making presentations, responding to inquiries, and recommending/implementing actions to resolve financial and regulatory issues. The Financial Analyst ensures accurate financial data is gathered, incorporated, and reported for the budget, spend plan, and forecast. A key responsibility is conducting in-depth reviews of Local Intellectual & Developmental Disability Authorities (LIDDA) contract deliverables (Report Ill) to ensure compliance with the IDD Performance Contract terms and conditions. The role serves as the Report Ill subject matter expert (SME), providing technical assistance and training, and applying knowledge of General Accepted Accounting Principles (GAAP) and Texas Grant Management Standards (TxGMS). The position may involve planning, assigning, training, and coordinating the work of others as a lead for contract financial analysts and serving as a backup for the Fiscal & Systems Support Director. This role operates under minimal supervision with considerable latitude for initiative and independent judgment. Work outside regular hours may be required during Legislative sessions.

Requirements

  • Knowledge of financial analyses and examination procedures for regulated entities, financial and industry terminology, practices, and statistical analysis.
  • Knowledge of GAAP/GASB, TxGMS, 2 CFR 200, and State Plan and Amendments.
  • Knowledge of contract administration, grants management, and project management.
  • Knowledge of Texas Legislative Appropriation Request (LAR) budget processes and lifecycle.
  • Skill in the use of a computer and applicable software, and in data modeling.
  • Skill in advanced Excel functions and formulas (i.e., pivot tables, vlookups, index-match-match, macros, power query, SQL).
  • Skill in the use of the PeopleSoft CAPPS Financials system.
  • Skill in communication strategies to translate fiscal topics clearly to various audiences to drive strategic decision-making.
  • Skill in data visualization to represent fiscal information and build meaningful narratives behind complex numbers.
  • Skill in data manipulation tools and strategies across large data sets to derive clean financial and statistical analyses.
  • Ability to administer financial processes and systems; perform and interpret numerical analyses; and interpret complex statutes.
  • Ability to analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations.
  • Ability to prioritize workloads with competing priorities, identify risks, and mitigate risks to meet overall agency vision, mission, and goals.
  • Ability to identify business process defects and devise result-driven business process improvements.
  • Ability to build solid professional business relationships, remain highly flexible/adaptive to organizational changes, and coordinate or supervise the work of others.
  • Ability to administer financial processes and systems.

Nice To Haves

  • Experience as a financial analyst or budget analyst in a State government lead or supervisory role preferred.
  • Experience in contract administration and grants management preferred.

Responsibilities

  • Reviews, analyzes, and evaluates financial data while performing comprehensive budget monitoring, projections, and analysis for IDD Services & PASRR.
  • Administers the operational budget and the IDD Performance Contract budget.
  • Prepares routine budget and forecast reports, incorporating critical staffing information.
  • Completes routine reconciliations of Performance Contract payments to the CAPPS Financials system and timely resolves variances.
  • Conducts financial analyses of LIDDA contract deliverables (Report Ill) to ensure absolute compliance with the terms and conditions of the IDD Performance Contract.
  • Serves as the primary Report Ill subject matter expert to provide data modeling, technical assistance, and targeted training to internal and external stakeholders.
  • Ensures compliance with established procedures, requirements, laws, and regulations while verifying the presence of adequate documentation.
  • Coordinates the development, analysis, and review of financial data and applicable financial/regulatory plans.
  • Integrates conflicting programmatic and financial objectives into actionable recommendations for agency management.
  • Provides clear interpretation on technical questions of fiscal compliance with applicable state and federal statutes, regulations, GAAP, TxGMS, and 2 CFR 200.
  • Makes strategic recommendations to resolve issues in specific financial situations and implements approved strategies within established deadlines.
  • Serves as the Fiscal & Systems Support Director's proxy back up as required.
  • Collaborates on specialized assignments during the Legislative session, tracking fiscal developments or compiling analytical numbers under tighter turnarounds to maintain fluid division operations.
