About The Position

Empirical is seeking a Financial Analyst to support a high-visibility federal financial management, data quality, and audit readiness mission. This role offers the opportunity to directly strengthen the accuracy, transparency, and reliability of a major federal program’s financial and operational data.

Requirements

  • Bachelor’s degree in finance, business, accounting, or a related field (required).
  • Minimum 3 years of experience supporting federal budget or financial management operations.
  • Demonstrated experience applying U.S. GAAP, OMB Circular A-123, and GAO Green Book.
  • Experience with federal financial systems such as UFMS, G-Invoicing, or similar platforms.
  • Strong analytical skills with the ability to interpret financial data, identify anomalies, and recommend corrective actions.
  • Excellent written communication skills and the ability to prepare audit-ready, traceable documentation.
  • Ability to obtain and maintain a federal background investigation or security clearance.

Nice To Haves

  • Experience supporting working capital funds, enterprise funds, or reimbursable programs (preferred).

Responsibilities

  • Provide financial analysis, forecasting, and budget support for federal program operations.
  • Develop cash flow projections, investment income analyses, and financial models for program funds.
  • Support allocation tracking for Reimbursable Agreements.
  • Perform variance analysis, trend analysis, and financial performance reporting.
  • Conduct expenditure review activities, including analytical review and risk identification.
  • Support invoice processing workflows in G-Invoicing and UFMS, including validation, routing, tracking, and reconciliation.
  • Monitor and reconcile agency allocations for accuracy, completeness, and compliance.
  • Analyze financial and operational data to support decision-making.
  • Prepare management reports, dashboards, and briefings for senior leadership.
  • Support internal controls testing and compliance activities aligned with OMB Circular A-123, GAO Green Book, and federal financial management standards.
  • Assist with the development and maintenance of financial SOPs, process improvements, and modernization initiatives.
