About The Position

The Seminole County Sheriff's Office is now accepting applications for the position of FINANCIAL ADMINISTRATOR, BUDGET. This position involves a skilled financial professional responsible for performing advanced business and budgetary analysis to support the development, coordination, monitoring, and management of the Sheriff’s Office annual financial budget, including personal services, operating, and capital budgets.

Requirements

Bachelor’s Degree in Accounting, Finance, or Business Administration is required
Three (3) to five (5) years of progressive experience in Budget Development, Accounting, Auditing, or Finance, preferably in a governmental environment
Strong experience in budgetary preparation and knowledge of GAAP, proficiency in accounting and Microsoft software (e.g., ERP systems, Excel, PowerPoint), excellent problem-solving and analytical skills, financial reporting, attention to detail, ability to multitask, and interpersonal skills, including collaboration and communication
Consideration may be given to an equivalent combination of related training, education, and experience
Internal applicants must have completed the Seminole County Sheriff's Office one (1) year probationary period
Must possess and maintain a valid Florida Driver's License
Regular and prompt attendance is mandatory for the performance of an employee's duties for this position, including scheduled work hours, required training activities, calls for mandatory overtime needs, and calls for service during times of an emergency.
Extensive knowledge of budget, financial reports, and financial system management practices and principles.
Knowledge of business English, spelling, punctuation, arithmetic, and modern office practices.
Considerable knowledge of office software, including Microsoft Word and Excel.
Ability to maintain records and filing systems in an orderly and consistent manner; to work independently in carrying out assignments to completion; to make decisions based on factual data; to present ideas clearly and concisely, both orally and in writing; to establish and maintain effective working relationships with co-workers, interagency personnel, and the general public; to multi-task and work efficiently under tight deadlines with careful attention to detail.

Responsibilities

Coordinates and participates in the development of the Sheriff’s Office annual budget, including personal services, operating, and capital budgets.
Provides analytical support, fiscal insight, and guidance to agency departments throughout the budget development, implementation, and monitoring processes.
Collaborates with department management to align budget requests with the organizational goals and priorities.
Coordinates and participates in the preparation of the Sheriff’s Office Five-Year Capital Improvement and Capital Fleet Plans and related annual updates.
Performs variance analysis and adjustments to budgets via budget transfers and amendments.
Monitor revenues and expenditures to verify funding sufficiency, compliance with financial controls, and adherence to approved budgets.
Participates in revenue and expenditure projections, long-range financial planning, and policy development.
Prepare clear and concise financial reports, including budgetary status updates, revenue/expenditure forecasts, and recommendations for action.
Monitors the Sheriff’s Office personnel position control system to ensure budgeted staffing aligns with approved allocations.
Exercises independent judgment when planning, implementing, revising, and maintaining budgets and when preparing financial reports, while receiving general supervision and guidance from the Comptroller and Director of Fiscal Services.
Reviews and recommends changes to fees, rates, and revenue structures.
Analyzes and interprets complex financial data; prepares forecasts, reports, and recommendations; and evaluates variances to ensure efficient use of resources and compliance with policies and agency priorities.
Prepares and presents analytical reports, dashboards, and budget documents for internal and external stakeholders.
Assists in the development and maintenance of performance measurement systems, dashboards, and workload analysis tools.
Develops, reviews, and recommends updates to budgetary guidelines, financial procedures, and internal controls.
Performs other related duties and special projects as needed.
