The main purpose of the position of Finance Officer is to lead the CCDSS Finance Unit, ensuring adherence to the policies and procedures dictated by the State Comptroller’s Office, MD-DHS, COMAR and Generally Accepted Accounting Principles (GAAP). This position is responsible for making decisions where required to examine, analyze, and interpret accounting information and systems, records and reports. As a vital part of the internal customer services center (LGA) that serves all program areas, including Child Support, Family Investment and Services Divisions, this position provides critical behind-the-scenes fiscal management and staff supervision to support of the agency’s mission. This position interacts with management at all levels within the local department and DHS, and supervises one Fiscal Account Technician II, one Administrative Officer I and one Procurement Officer Trainee within the local fiscal unit.

Requirements

  • A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.
  • Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Nice To Haves

  • Two years supervisory experience.
  • One year procurement experience in a government agency.
  • One year experience using D365 automated software.

Responsibilities

  • Provide professional accounting management of fiscal operations for CCDSS office, including Accounts Receivable and Accounts Payable functions.
  • Review all FMIS and D365 transactions for accuracy and validity including supporting documentation and payment coding.
  • Identify and correct any errors in D365 and FMIS accounting systems using Journal Vouchers.
  • Review and approve FMIS financial transactions and records for submission.
  • Complete monthly 302 report, ensuring timely submission to DHS.
  • Reconcile bank statements including the Corporate Credit Card statement charges.
  • Attend monthly LGA Finance Committee meetings to stay abreast of policy changes and state level mandates that are communicated at this forum.
  • Attend year-end close training conducted by the Department of Budget and Finance each spring.
  • Lead year-end close out process annually
  • Monitor expenditures in relation to Federal, State and local budgets to maintain adequate funding.
  • Prepare Program 10 budget, OHEP Budget and Operating budget data management or reports as requested by DHS.
  • Provide monthly and or quarterly reports on program funds and grant funds to DHS or grantee in the required format
  • Ensure that all procedures comply with established audit standards to avoid audit exceptions.
  • Create and adhere to procedures to ensure adequate internal controls are in place.
  • Proactively identify and correct potential audit exceptions.
  • Lead the Finance staff in gathering documentation needed for the audit and annual corrective action reviews.
  • Prepare corrective action plans for legislative and DHS audit reports.
  • Provide direct supervision to one Fiscal Account Technician II, one Admin Officer I and one Procurement Officer Trainee whose duties include A/P, A/R, asset management, facilities management, reception and cashier; mail distribution, fleet, child support payments and deposits and procurement.
  • Assign and review work to meet the demands of daily operations.
  • Support employees in providing optimal customer service to the department’s program areas.
