About The Position

Work for the IMF. Work for the World. The Finance Department (FIN) of the IMF is seeking an experienced and qualified candidate for a Finance Officer position in the Payroll Unit of its Administrative Expenditures and Control Division (AX). The division is responsible for controlling all Fund payments and receipts under the administrative and capital budgets and under externally provided capacity development agreements. Activities under the administrative budget include the procurement of goods and services, the execution of payroll and associated staff benefits, tax allowances and pension benefits and the delivery of travel services and seminars. Under the capital budget, this entails the execution of information technology projects, building construction projects and other facilities. The Payroll Unit is responsible for administering compensation and benefits payments and deductions for staff and contractual employees, including long-term experts. The Finance Officer will primarily assist with the duties and responsibilities outlined below:

Requirements

Candidates must have an advanced university degree, or equivalent, in accounting, business administration, finance, human resources, or a related field, or professional accounting certification (such as CPA, CA, ACCA); or a university degree, or equivalent, supplemented by a minimum of six (6) years of relevant professional experience is required. Alternatively, a minimum of two (2) years of experience in a related position at Grade A8, or equivalent, is required.
The successful candidate should have excellent knowledge of payroll operations and previous experience with administering payroll is required.
Proficient knowledge of standard data and analytical software tools is expected and experience with Peoplesoft and Workday is a plus.

Nice To Haves

Experience in the design, operation and control of IT systems is desirable.
Previous experience and knowledge of international organizations’ payroll, pension plans, benefit and compensation administration, and related accounting and administrative policies and procedures are preferred.
Proficient knowledge of standard data and analytical software tools is expected and experience with Peoplesoft and Workday is a plus.

Responsibilities

Ensuring that all payroll earnings and deductions are processed in accordance with the established policies and procedures of the Fund.
Reviewing and conducting, as assigned, the processing and recording of regular and annual payroll operations, and ensuring accuracy, timeliness, and compliance with benefit and compensation policies.
Coordinating the processing of complex benefits and allowances.
Reviewing operational deliverables from and supervising and providing guidance to Finance Analysts in the team.
Recording and accounting for payroll operations including journals, reconciliations, actuarial valuation data, accruals, and fiscal year-end closing.
Maintaining and updating business process documentation, internal controls, and Standard Operating Procedures.
Innovating and delivering on process improvement and streamlining.
Contributing to the formulation, review, implementation, and administration of benefit, payroll, and compensation policies, procedures, and work practices.
Assuming controllership responsibilities, supporting risk reporting and risk mitigation, and taking a lead on resolving complex issues.
Ensuring that the payroll team provides a high level of customer service and support for relevant correspondence and enquiries, handling atypical cases and escalations as needed.
Contributing to the effectiveness of IT activities and systems supporting payroll and benefits administration.
Coordinating with colleagues in HRD and with other units in the Division to provide input into relevant policies and work practices.
Participating in system enhancement and transformation projects as assigned (spanning requirements gathering, design, documentation, and testing activities).
Supporting other Units within the Division as assigned.
