About The Position

The Finance Manager is responsible for the City’s procurement process and will work closely with other departments to ensure that procurement needs are met in a timely and cost-effective manner. In addition, ensuring accuracy in financial reporting, monitoring internal controls of the utility billing and occupational license areas, and supporting management in strategic decision-making for the City.

Requirements

  • Bachelor’s degree in finance, accounting, or closely related field.
  • Three (3) years of previous experience and/or training involving accounting, purchasing/procurement, financial analysis, financial management, budget development.
  • Must possess and maintain a valid driver’s license.
  • Ability to evaluate, audit, deduce, and/or assess data using established criteria.
  • Ability to make decisions on procedural and technical levels.
  • Ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
  • Ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.
  • Ability to perform addition, subtraction, multiplication, and division; calculate decimals and percentages; utilize principles of fractions; and interpret graphs.
  • Ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
  • Ability to exercise judgment, decisiveness, and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria.
  • Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).
  • Tasks may involve extended periods of time at a keyboard or workstation.
  • Some tasks require the ability to perceive and discriminate visual cues or signals.
  • Some tasks require the ability to communicate orally.
  • Essential functions are regularly performed without exposure to adverse environmental conditions.

  • Professional certifications such as a Certified Public Accountant (CPA) or Certified Management Accountant (CMA) is preferred.

Responsibilities

  • Oversees all procurement functions for the City, including reviewing Purchase Orders (PO) for accuracy, proper accounting, and conformity with quotes and expense classification.
  • Handles the coordination of all bids and quotes for the City, including submitting requests, preparing bid advertisements, coordinating the bidding process, drafting specifications, opening bid packages, and reviewing/analyzing bids.
  • Prepares or completes various forms, reports, correspondence, bid specifications, bid schedules, budget documents, audit reports, and graphs.
  • Maintains all necessary procurement records for the City to ensure compliance.
  • Monitors and has knowledge of current state price contracts/specifications and determines the best procurement method.
  • Provides information and assistance to other departments regarding purchasing issues and trains new department directors on City purchasing policies.
  • Reviews procedures related to purchasing activities and recommends changes.
  • Assists with the preparation of the annual budget and monitors its status, identifying budgetary changes.
  • Reviews financial reports and provides insights to the Chief Financial Officer and Assistant CFO regarding the City's financial health.
  • Assists with short-term and long-term financial planning, including forecasts, projections, and reviewing economic outlook reports.
  • Supervises the utility billing staff and monitors utility billing operations, assisting as needed.
  • Supervises the occupational license office and monitors compliance, assisting in daily operations during demanding times.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns, directing work, counseling, disciplining, and completing performance appraisals.
  • Monitors and manages financial risks, working with the finance team to mitigate potential issues.
  • Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures.
  • Continuously evaluates and improves financial processes and systems.
  • Assists the Accounting Manager, Assistant CFO, and Chief Financial Officer with special projects and other accounting/finance items.
  • Provides weekly/monthly status reports to the Assistant CFO and Chief Financial Officer.
  • Coordinates daily work activities, organizes, prioritizes, and assigns work, monitors progress, and inspects completed work.
  • Operates a computer to enter, retrieve, review, or modify data, verifying accuracy and making corrections.
  • Uses data analytics in Excel or other systems to interpret data sets for governmental accounting.
  • Communicates with supervisor, employees, other departments, auditors, the public, outside agencies, and other individuals as needed.
  • Maintains comprehensive knowledge of applicable laws/regulations, stays aware of new trends, reads professional literature, maintains professional affiliations, and attends workshops and training sessions.
  • Maintains regular and predictable in-person attendance during regular business hours.
  • Must undergo and successfully complete drug test and alcohol screening.
