About The Position

The Finance Manager will be responsible for analyzing IT financial conditions and developing recommendations for senior IT leadership. This role involves providing financial statements, reviewing and approving deliverables for contract and purchase order payments, and developing financial metrics. The position requires driving standard accounting practices, reconciliations, and consistent reporting, while ensuring compliance with Florida Statutes, Florida Administrative Code, and internal policies. Additionally, the Finance Manager will create user guides, process documentation, and self-service resources, implement automated feedback collection and analysis procedures, and develop continuous improvement workflows and enhancement tracking systems. Daily reporting activities are also a key part of this role, along with other assigned duties.

Requirements

  • 5-7 years of financial management experience, including managing teams responsible for economic analysis, planning, cost analysis, and financial statements.
  • Experience with Florida Statewide Financial Management Systems.
  • Experience with Florida legislative budget processes.
  • Experience leading cross-functional implementation projects, managing stakeholder relationships, and driving organizational change.
  • Knowledge of financial management principles and practices, particularly in IT environments
  • Knowledge of IT budgeting processes, cost accounting, and financial planning methodologies
  • Knowledge of government procurement regulations and compliance requirements
  • Knowledge of IT infrastructure costs, licensing models, and technology lifecycle management
  • Knowledge of financial analysis techniques including cost-benefit analysis and ROI calculations
  • Knowledge of budget development processes and variance analysis
  • Knowledge of IT service management and operational cost structures
  • Knowledge of legislative budget request processes and documentation requirements
  • Knowledge of financial reporting standards and audit procedures
