About The Position

Reporting to the Director, Finance, the Manager, Finance is responsible for overseeing and managing the financial operations of the Haisla Nation Council, ensuring financial health and compliance with relevant regulations. This includes developing and implementing financial policies; preparing, administering, and monitoring operating and capital budgets; monthly accounting; and financial planning and reporting. The Manager, Finance is responsible for the leadership, management, and supervision of the Administrator and the Accounting Clerks.

Requirements

  • Bachelor’s degree in Accounting, Finance, or related field.
  • 5 to 7 years of recent experience in a financial management role.
  • Proven leadership capabilities with the ability to lead a high-functioning team and work with diverse individuals to identify issues, design solutions, and evaluate results.
  • In-depth understanding of Generally Accepted Accounting Practices (GAAP), Canadian Public Sector Accounting Standards, tax laws, and First Nation reporting requirements.
  • Experience managing operational budgets.
  • Experience implementing financial frameworks and strategic plans.
  • Ability to set goals and implement an operational plan for the department.
  • Strong analytical and problem-solving abilities, with a focus on data-driven decision-making.
  • Strong working knowledge of Microsoft Office (Excel, Word, PowerPoint) and various databases, search engines and Outlook/email.
  • Strong organizational and time management skills with an attention to detail.
  • Strong interpersonal, communication, and presentation skills with the ability to professionally connect with and influence a diverse group of individuals.
  • Excellent interpersonal and communication skills, both verbal and written.
  • Ability to write concise reports to various audiences.
  • Ability to meet intensive and changing deadlines.
  • Experience in change management and organizational development.
  • Satisfactory completion of criminal records check (with vulnerable sector screening if relevant).

Nice To Haves

  • CPA designation is an asset.
  • Experience working for a band government or Indigenous organization is an asset.

Responsibilities

  • Develop and implement financial strategies, budgets, and forecasts, ensuring alignment with the department and organization-wide strategic objectives.
  • Support the implementation of appropriate monitoring and evaluation frameworks for all departmental deliverables to drive continuous improvement and impact of the Haisla Nation Council’s services.
  • Review and improve internal accounting policies, procedures, and controls to ensure a robust framework and safeguard the Haisla Nation Council’s assets.
  • Implement departmental policies and procedures.
  • Ensure all required financial reporting is completed accurately and on time.
  • Keep abreast of federal, provincial and municipal developments, laws and policies that may affect the financial operations of the organization.
  • Oversee the daily operations of the Finance department, including all properties and initiatives in the portfolio.
  • Ensure financial transactions are processed accurately and on time to meet month-end close and reporting deadlines.
  • Coordinate all activities within the Finance Department including accounts payables, accounts receivables, general accounting, payroll, special projects accounting, financial planning, and reporting.
  • Supervise all accounting, including business transactions, processing accruals and adjustments, reconciling accounts, and preparing monthly accounting statements.
  • Supervise and assist in developing and maintaining accurate accounting files and records.
  • Monitor and manage budgets, ensuring efficient allocation of resources and adherence to financial plans.
  • Coordinate and oversee internal and external audits, ensuring accurate and timely completion.
  • Maintain strong relationships with community members, government agencies, and other stakeholders.
  • Manage and oversee departmental budgets and reporting requirements.
  • Direct departmental staff in maintaining appropriate fiscal controls to ensure operations are within the scope of the annual budget.
  • Support the allocation of funds and forecasting.
  • Ensure departmental activities are in compliance with the organization’s policies and procedures as well as federal, provincial, and local financial regulations and policies.
  • Foster a respectful workplace and cooperative working relationships with all employees.
  • Ensure employees are appropriately trained and aligned with the Haisla Nation Council’s mission, vision, values, policies, and procedures.
  • Work with the HR department to identify capacities needed (skillsets and competencies) to achieve departmental goals.
  • Lead the hiring, evaluation, professional development, discipline, and dismissal of departmental staff.
  • Build the capacity of departmental staff by implementing processes for orientation, training, and performance appraisal.
  • Monitor the attendance of departmental staff and manage attendance issues including absenteeism, authorizing overtime, leave requests, vacations, etc.
  • Support the HR department in ensuring human resource and labour relations processes are effective, efficient, and timely.
  • Support the HR department in ensuring the workplace meets all health and safety guidelines.
  • Serve as a role model regarding the organization’s values and leadership principles.
