About The Position

The City of Bowie is seeking a highly motivated and experienced financial professional, with a proven and successful background in local government accounting and budgeting to serve as the next Assistant Director of our Finance Department. The selected applicant will report directly to the Finance Director, and will assist in the day-to-day management of the thirteen-member staff and operation of the Finance Department. The ideal candidate will possess strong municipal finance experience, excellent analytical and leadership skills, and the ability to clearly communicate complex financial information to the City Council, department heads and other City staff, employees, auditors, and the general public.

Requirements

  • Bachelor’s Degree in Accounting, Finance, Business Administration, Public Administration, or a related field.
  • Five years of progressively responsible experience in governmental finance, accounting, or budgeting including supervisory experience, or an equivalent combination of education and experience.
  • Two years of demonstrably successful professional finance/accounting supervisory experience, preferably in a municipal government environment.

Responsibilities

  • Periodically review and compare the City budget to actual spending to identify and assess any unfavorable variances.
  • Prepare annual financial statement for Water and Sewer Fund presentation in the City's Annual Comprehensive Financial Report.
  • Provide general assistance and leadership in the preparation of the Annual Comprehensive Financial Report.
  • Monitoring the integrity of the City’s financial data to ensure compliance with governmental accounting standards board (GASB) and generally accepted accounting principles (GAAP).
  • Supervise and reviews work product prepared by staff accountants and the financial/budget specialist.
  • Assume integral role in the administration of the City's annual budget process.
  • Coordinate the process of publishing the proposed and adopted budgets.
  • Provide ongoing analysis of City revenue and expenditure activity.
  • Review and supervise the publishing of the Mid-year Report (includes financial analysis and revenue and expenditure).
  • Prepare special reports and analysis as assigned by the Finance Director.
  • Review credit card processing for revenue centers.
  • Review and approve the maintenance performed on financial software, including financial accounting, payroll, purchase orders, utility, and cash receipts.
  • Lead or assist in systems implementations for the Finance Department.
  • Serve as finance department liaison for all data processing and related functions with the Information Technology Department.
  • Assist with debt issuances and debt monitoring.
  • Assist with the City’s Treasury functions, including cash management.
  • Performs the duties of the Finance Director in their absence.
